Weatherization Assistance Program State Plan

The State of Hawaii is eligible to receive $257,000.00 in federal funds from the U.S. Department of Energy (DOE) through its Weatherization Assistance Program (WAP) for the July 1, 2019 – June 30, 2020 program year (PY19). In Hawaii, WAP funds are used to help low-income households reduce their energy costs by providing energy conservation education and weatherization measures on a statewide basis.

The State Office of Community Services (OCS) will be holding a public hearing on the PY19 WAP State Plan on Friday, August 30, 2019 at 9:30 a.m. at the Office of Community Services, 830 Punchbowl Street, Room 420, Ke’elikolani Building, Honolulu, HI 96813. This is the second public hearing on the PY 2019 State Plan. OCS is seeking a procurement exemption to designate Honolulu Community Action Program, Inc., Kauai Economic Opportunity, Inc., Hawaii County Economic Opportunity Council, and Maui Economic Opportunity, Inc. as the subgrantees of the WAP grant funding, pursuant to 10 Code of Federal Regulations (CFR) §440.15. Persons with special needs, including oral language services, should call OCS at (808)586-8679 by Wednesday, August 28, 2019, to make appropriate arrangements.

The public is welcome to attend and provide comments at the hearing. Written comments may be submitted to OCS (email: dlir.ocs@hawaii.gov; fax (808)586-8685) by Monday, August 26, 2019, for consideration at the hearing. Information received will be considered prior to submittal for the PY19 WAP State Plan to the DOE.
