NOTICE OF PUBLIC HEARING ON PROPOSED AMENDMENTS OF ADMINISTRATIVE RULES CHAPTER 3-70
Pursuant to the provisions of Chapters 91 and 109, Hawaii Revised Statutes (HRS), a notice is hereby given that the Stadium Authority (Authority) will hold a public hearing for the proposed amendments and compilation of Hawaii Administrative Rules (HAR) Title 3, Chapter 70, Rules of the Stadium Authority.

The proposed revisions to the Administrative Rules include the following:
A proposed amendment to Section 3-70-7(a), and 3-70-8 updates the language regarding event related deposits, in which ten percent of the collected deposit amount shall be non-refundable.
A proposed amendment to Section 3-70-7(c) would allow the Authority flexibility in accepting new methods of payment for facility rentals and deposits. The current language limits licensees to cash, cashier’s checks or certified check.
A proposed amendment to Section 3-70-11(a) removes the word “proper” from the schedule of charges related to “Stadium Proper”. The removal of “proper” in this Section provides the Authority the ability to set rates for portions of the stadium that reside inside the turnstile gates but do not include use of the stadium bowl or field.
Proposed additions to Section 3-70-11 include a fee reduction for the rental of the Hospitality Room during designated non-peak times; and establishes a rate of $1,000 per event date for areas of the stadium that are not specifically identified in the schedule of charges.
A proposed amendment to Section 3-70-11(g) removes reference to the National Football League Pro Bowl game. A proposed amendment to Section 3-70-23 updates the stadium bag policy.
PUBLIC TESTIMONY
All interested persons shall be afforded an opportunity to submit testimony, orally or in writing, on the proposed administrative rules at the time of the public hearing. Persons who are not able to attend the public hearing may submit written testimony to: Stadium Authority. P.O. Box 30666, Honolulu, HI 96820-0666, by facsimile to 808- 483-2823, or by email to: alohastadium@hawaii.gov. All testimony shall be received no later than March 29, 2019 at 12:00 p.m. (noon) Hawaii Standard Time.
Any person requiring a special accommodation (e.g. assistance of a sign language interpreter) at the public hearing shall file a request with the Stadium Authority by calling the Stadium Manager’s Office at 808-483-2750, at least ten business days before the public hearing (March 22, 2019). The hearing location is wheelchair accessible.
Oral testimony shall be limited to two (2) minutes per testifier.
