Hawaii Teacher Standards Board

NOTICE OF PUBLIC HEARING

Pursuant to provisions of Chapter 91, Hawaii Revised Statutes (HRS), and alt other laws applicable thereto, notice is hereby given that the Hawaii Teacher Standards Board (HTSB) will accept written comments and hold a public hearing regarding the following proposed changes to the Hawaii Administrative Rules (HAR), Chapter 8-54:

1. Adds a Student Teaching Permit, with no associated fee
2. Clarifies that a bachelor’s degree is required for a license or emergency hire permit
3. Clarifies that "experience" means in a P-12 school setting
4. Clarifies that Teacher Leadership must be verified upon license renewal for licenses with this field
5. Adds full reciprocity for the Provisional License for holders of similar out of state license
6. Allows the emergency hire permit to be issued upon receipt of verification of a bachelor’s degree
7. Enlarges scope of the Hawaiian permit to be used at Hawaiian medium and Hawaiian knowledge based schools
8. Amends the timeline for proposed preparation program review to require programs to submit their report no more than two years from date of acceptance of their letter of intent
9. Adds review options for Hawaii educator preparation programs
10. Adds the Model Code of Ethics for Educators to replace the original Code of Ethics
11. Changes the timeline for license renewal audits from monthly to annually

The public hearing will be held from 3:00 – 5:00 pm on April 11, 2019, in Dole Cannery Room 158, 650 lwilei Road, Honolulu, HI 96817. The proposed rules to be repealed and adopted may be reviewed prior to the public hearing by:

Reviewing a copy in person Monday through Friday, excluding holidays, at the HTSB office from 7:45 am to 4:30 pm, untll 2:00 pm on April 11, 2019.
All interested persons may submit testimony in the following ways:
Orally or in writing to the presiding hearing office at the public hearing. Oral testimony shall be recorded and limited to two (2) minutes per person.
