NOTICE OF PUBLIC HEARING
Pursuant to 24 CFR Part 903.17, the Hawaii Public Housing Authority (HPHA), Department of Human Services, hereby provides notice that it will hold public hearings on the Public Housing Agency (PHA) 2019-2020 Annual and 2019-2024 PHA Five-Year Plan.
Background: HPHA is currently developing its 2019-2020 PHA Annual Plan and 2019-2024 PHA Five-Year Plan, as required by the Quality Housing and Work Responsibility Act (QHWRA) of 1998 and the Housing and Economic Recovery Act (HERA) of 2008. All public housing agencies administering federal public housing and Section 8 tenant-based Housing Choice Voucher (HCV) assistance programs must submit their plans to the U.S. Department of Housing and Urban Development (HUD). The HPHA’s 2019-2024 Five-Year and 2019-2020 Annual Plans state the HPHA’s mission, goals, and objectives for serving the needs of low-income and very low-income families over the next five years. The 2019-2024 Five-Year and 2019-2020 Annual Plan also details the operations and management of federal public housing and Section 8 tenant-based assistance programs. Through these plans, the HPHA advises its residents, HUD, and members of the public on its strategy in addressing the needs of residents in federal public housing and recipients of Section 8 tenant-based assistance.
