City & County of Honolulu

Pursuant to the Revised Charter of the City & County of Honolulu 1973 (2017 Edition), Section 6-1803, the Director of the Department of Land Management is to conduct a public hearing to determine whether a transaction or activity relating to City real property serves the public interest. Public Notice is hereby provided for the following proposed transactions affecting City property:

Public Hearing #1

Property: Tax Map Key: (1) 9-1-160:018, Kapolei, Hawaii 96706 Lots: 6 & 7 Kapolei, HI 96707, Area: 10.24 acres.

Proposed Transaction: Lease of public land to a private developer to serve the public interest by providing affordable housing in Kapolei serving individuals and families that are at or below 100% Area Median Income.

Purpose: The City’s Request for Proposal will result in an increase of affordable or low income housing inventory. The Offeror will be awarded the development rights to the property with a 65 year lease.

REQUEST FOR INTERESTED PERSONS TO SUBMIT PROPOSALS:

The City has issued a Request for Proposal (RFP) to develop affordable rental housing in Kapolei located at Tax Map Key: (1) 9-1-160:018, Kapolei, Hawaii 96707, Lots: 6 & 7, Area: 10.24 acres.

The affordable rental housing shall be for income groups that are at or below 100% Area Median Income. The City has no funds allocated for this project and offerors are responsible to structure their own financing plan. The length of the lease shall be for 65 years.

Proposed Transaction: Lease of public land to a private developer to serve the public interest by providing affordable senior housing in Aiea serving individuals and families that are at or below 100% Area Median Income.
Purpose: The City’s Request for Proposal will result in an increase of affordable or low income senior housing inventory. The Offeror will be awarded the development rights to the property with a 65 year lease.

The Department of Land Management is committed to allowing public testimony.

For those wishing to present oral testimony on the items listed in the agenda, please register by completing a speaker registration form on-site on the day of the meeting. Persons not registered to speak on an agenda item should raise their hands at the time public testimony is invited or at the time a particular agenda item is announced, and they will be given an opportunity to speak following oral testimony by any registered speakers. Speaking time will be limited to two minutes.

Written testimony may be emailed to Anites Lagpacan at alagpacan@honolulu.gov or to the day of the meeting, for distribution at the meeting. Ten (10) copies are requested if written testimony is submitted on-site on the day of the meeting. If submitted, written testimonies, including testifier’s address, email address, and phone number, may be posted on the Department’s webpage.
