NOTICE OF PUBLIC HEARING

Pursuant to chapter 91, Hawaii Revised Statutes, notice is hereby given that the Department of Health (DOH) will hold a public hearing for the proposed amendment and compilation of chapter 11-160, Hawaii Administrative Rules, Medical Use of Cannabis. The proposed rule amendments would establish the procedures and requirements for qualifying out-of-state patients and their caregivers to register with the DOH for the medical use of cannabis while visiting Hawaii, allow for the extension of registration for chronic debilitating medical conditions, allow up to two parents to be primary caregivers to a minor qualifying patient, allow a parent primary caregiver to have more than one patient in certain circumstances, allow a bona fide physician/APRN-patient relationship to be continued via telehealth, and make other amendments to implement changes made to the law regarding the medical use of cannabis.

Date: Wednesday, December 26, 2018

Time: 10:00 a.m. – 12:00 p.m. (noon).

PUBLIC TESTIMONY

All interested persons shall be afforded the opportunity to submit testimony, orally or in writing, on the proposed administrative rules at the time of the public hearing. Oral testimony will be limited to two (2) minutes per person. Persons who are not able to attend the public hearing may submit written testimony to DOH: by mail to the Medical Cannabis Registry Program at 4348 Waialae Avenue, #648, Honolulu, Hawaii, 96816; or by email at medicalcannabis@doh.hawaii.gov. All testimony must be received no later than Thursday, January 3, 2019, 4:30 p.m.
Any person requiring a special accommodation (e.g., assistance of a sign language interpreter) at the public hearing shall file a request with DOH by email at
medicalcannabis@doh.hawaii.gov or by calling (808) 733-2123, at least ten business days before the public hearing.
