HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAM

Pursuant to the City and County of Honolulu’s (City) Citizen Participation Plan, the proposed reprogramming of HOME funds is provided for your information. The City desires to reprogram HOME funds from current and prior year projects and appropriate HOME funds to a capital improvement project selected under a prior year Action Plan; current year Action Plan projects; and property acquisition project(s) that can utilize the funds immediately, in order to achieve the HOME program goals more efficiently and expediently. The proposed revisions to the following Fiscal Year projects are provided for your information and use.

Department of Community Services – Tenant-Based Rental Assistance (TBRA) Program
Project Description: Rental assistance services to eligible low-income persons.

Project Description: The City will utilize up to $3,721,050 in HOME funds for the acquisition of properties, located in Honolulu, which will provide affordable housing to low- and moderate-income households. The City proposes to acquire the properties in fee simple, then convey the property on a lease or operating license basis to an agency that will oversee the management and operation of the property.
