CHANGES TO HAWAII ADMINISTRATIVE RULES (HAR), TITLE 11,
CHAPTER 55, ENTITLED “WATER POLLUTION CONTROL”
DEPARTMENT OF HEALTH
STATE OF HAWAII

The Department of Health (DOH) will receive written comments and hold a public hearing on proposed changes to HAR, Chapter 11-55, Water Pollution Control.

The proposed revisions to National Pollutant Discharge Elimination System (NPDES) General Permits in the Appendices of HAR, Chapter 11-55 include the following:

Renewal and revision of the NPDES General Permit Authorizing Discharges of Storm Water Associated with Construction Activities. (Appendix C).
Renewal and revision of the NPDES General Permit Authorizing Occasional or Unintentional Discharges of Storm Water and Certain Non-Storm Water Discharges from Recycled Water Systems (Appendix J).
Renewal and revision of the NPDES General Permit Authorizing Discharges of Circulation Water from Decorative Ponds or Tanks (Appendix L).

Proposed revisions to the main body of HAR, Chapter 11-55 include:

Added the expiration date of certain general permits in the HAR, Chapter 11 55 Appendices.
Corrected and updated references to Federal and State laws or rules.

The public hearing will be held on Oahu at 10:00 a.m. on Tuesday, September 18, 2018, in the Auditorium of the Department of Health, Laboratory Division, located at 2725 Waimano Home Road, Pearl City, Hawaii 96782. Teleconference sites will be open from 10:00 a.m. on Tuesday, September 18, 2018, at the following locations:

Kauai Kauai District Health Office, 3040 Umi Street, Lihue, 96766.
Maui Lahaina Comprehensive Health Center, 1830 Honoapiilani Highway, Lahaina, 96761
Hilo State Office Building, 75 Aupuni Street, Room 201, Hilo, 96720

Persons desiring to speak are asked to submit two (2) copies of their statement before or at the hearing. Written statements will also be accepted until 4:30 p.m. on Tuesday, September 18, 2018, at the Clean Water Branch (CWB), Environmental Management Division, State Department of Health through e-mail at: cleanwaterbranch@doh.hawaii.gov or at P.O. BOX 3378, Honolulu, HI 96801-3378.
