HEARING DOCKET NO. R11-700-04-18

STATE OF HAWAII

Pursuant to Chapter 91, Hawaii Revised Statutes, notice is hereby given that the Department of Health (DOH) will hold a public hearing for the proposed adoption of Hawaii Administrative Rules (HAR) Title 11 Chapter 700, “Home Care Agencies.”

The proposed Title 11 Chapter 700, “Home Care Agencies,” establishes minimum standards and requirements for licensure of home care agencies to protect the health, safety, and welfare of clients receiving care from home care agencies. HRS §321-14.8 established the authority of the department to license home care agencies and requires the department to issue administrative rules. These are new administrative rules which will be established.

Monday, May 14, 2018: Oahu (live): 9:00 a.m. to 11:00 a.m. or earlier when all testimony is received.

Wednesday, May 16, 2018: Maui (live): 9:00 a.m. to 11:00 a.m. or earlier when all testimony is received.
Wailuku State Office Building, 54 South High Street, Conference Center 3rd Floor.

Wednesday, May 16, 2018: Molokai (video conference from Maui), 9:00 a.m. to 11:00 a.m. or earlier when all testimony is received.
Molokai Dept. of Health, 65 Makaena Place, Room 107.

Thursday, May 17, 2018: Hilo (live); 9:00 a.m. to 11:00 a.m. or earlier when all testimony is received.

Thursday, May 17, 2018: Kona (live): 2:00 p.m. to 4:00 p.m. or earlier when all testimony is received.

Friday, May 18, 2018: Kauai (live):10:00 a.m. to 12 noon or earlier when all testimony is received.
Kauai District Health Office, Conference Room, 3040 Umi Street, Lihue, Hawaii.

PUBLIC TESTIMONY

All interested persons shall be afforded the opportunity to submit testimony, orally or in writing, on the proposed administrative rules at the time of the public hearing. Persons who are not able to attend the public hearing may submit written testimony to the DOH by mail at the Office of Health Care Assurance (OHCA), 601 Kamokila Boulevard, Room 337, Kapolei, Hawaii 96707 or by email at DOH.OHCAMail@doh.hawaii.gov. All testimony shall be received no later than Friday, May 18, 2018, at 12:00 p.m. (noon) Hawaii Standard Time.

Any person requiring a special accommodation (e.g. assistance of a sign language interpreter) at the public hearing shall file a request with the DOH by email at DOH.OHCAMail@doh.hawaii.gov or by calling (808) 692-7227, at least ten business days before the public hearing date and location of choice as identified above.

Oral testimony shall be limited to three (3) minutes per testifier.
