COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM

Pursuant to the City and County of Honolulu’s (City) Citizen Participation Plan, the proposed reprogramming of CDBG funds is provided for your information. The City desires to reprogram CDBG funds from prior year projects and appropriate CDBG funds to a Fiscal Year 2018 project that can utilize the funds immediately, in order to achieve CDBG program goals more efficiently and expediently. The proposed revisions to the following Fiscal Year projects are provided for your information and use.

AWARD REDUCTION OF $200,000
Pacific Housing Assistance Corporation – Senior Center at the Senior Residence at Iwilei
Project Description: Development of a day care center for seniors and office space for health and human service agencies.
Fiscal Year: 2006 (12th Year Action Plan)
Funding Source: CDBG
Proposed Amount: $2,106,941 (originally $2,306,941)

AWARD REDUCTION OF $450,000
City and County of Honolulu – Ena Road Acquisition
Project Description: Acquisition of an 8-story building and parking structure, located in Waikiki, which will provide thirty-three (33) units of affordable housing including services for low- and moderate-income households.

Funding Source: CDBG
Proposed Amount: $6,850,000 (originally $7,300,000)

Gregory House Programs – Young Street Acquisition
Project Description: Acquisition of a property for Gregory House Program’s Community Residential Program, which provides supportive bridge housing for the homeless or persons at extreme risk for homelessness living with HIV/AIDS that suffer from mental illness and/or substance abuse.
Fiscal Year: 2018 (23rd Year Action Plan)
Funding Source: CDBG
Proposed Amount: $650,000 Grant (originally $0)
Location: Suppressed

The City and County of Honolulu (City) proposes to change the City’s published Community Development Block Grant (CDBG) affordable rents to the U.S. Department of Housing and Urban Development’s published Fair Market Rents, except for cases where the CDBG assisted unit receives project-based rental subsidy. In these circumstances, the rent allowable under the project-based rental subsidy program will apply.
