PUBLIC HEARING NOTICE
Amendment and Compilation of Title 19, Chapter 14
City and County of Honolulu Administrative Rules
Recreation Child Care Programs

Notice is hereby given of proposed amendment and compilation of rules and public hearing by the Department of Parks and Recreation, City and County of Honolulu, to consider the adoption of proposed amendment and compilation of Title 19, Chapter 14, City and County of Honolulu Administrative Rules, governing recreation child care programs.

The Department of Parks and Recreation proposes to amend and compile its rules governing recreation child care programs. The proposed amendments clarify the ages for participation in the Summer Fun and Summer Plus programs; amends program registration requirements; clarifies payment deadlines for Summer Fun program fees; adopts new procedures governing sick or ill children, medical requests and allergies. The rules were further amended to comply with the formatting requirements of the Hawaii Administrative Rules Drafting Manual, third edition (“HAR Drafting Manual”).

The proposed substantive amendments are summarized as follows:

§19-14-5: Amends ages of child in Summer Fun and Summer Plus programs to completed kindergarten or 6 years old.
§19-14-9 Deletes restrictions on reasonable program modifications.
§19-14-12: Amends program registration requirements, program registration forms and required information to be provided.
§19-14-15: Clarifies Summer Fun program field trip fees must be paid in full at time of registration.
§19-14-26: Requires all Summer Fun program fees be paid in full at time of registration.
§19-14-31: Amends procedures governing sick or ill children.
§19-14-32, Amends procedures governing medication requests.
§19-14-33 Amends procedures governing allergies.

In addition to the above amendments, the rules were amended to comply with formatting requirements of the HAR Drafting Manual, to include, but limited to converting text from plural to singular, correcting typographical errors, grammatical errors, and complying with compilation formatting requirements.

A public hearing will be held on April 25, 2018, in the Mission Memorial Building, 550 South King Street, first floor conference room, starting at 2:00 p.m. and ending at 4:00 p.m.

All interested persons are urged to attend the public hearing and present data, views, or arguments in the time limit provided, for consideration by the Department of Parks and Recreation. Persons unable to attend or wishing to present additional comments may mail written testimony to the Department of Parks and Recreation, Executive Services Division, 1000 Uluohia Street, Suite 309, Kapolei, Hawaii 96707, no later than May 02, 2018.

Interested persons may review the proposed amended rules starting today and ending five days prior to the day of the public hearing during the hours of 7:45 a.m. to 4:30 p.m. at the Department of Parks and Recreation, 1000 Uluohia Street, Suite 309, Kapolei, Hawaii 96707.

A copy of the proposed amended rules will be mailed to any person who submits a written request to the above address and pays the required fee of $ 5.25 for the cost of duplicating the documents and postage. A complete set of the proposed amended rules is also available, free of charge, on the City’s internet web site: http://www. Honolulu.gov/parks/.
