NOTICE TO BIDDERS
(Chapter 103D, HRS)
Sealed bids will be received at the Hawaii Housing Finance and Development Corporation ("HHFDC"), 677 Queen Street, Suite 300, Honolulu, Hawaii 96813 up to 2:00 p.m. on Thursday, April 12, 2018, for HHFDC Job No. 18-003-K85-S, Villages of Kapolei Electrical and Street Light Maintenance, Kapolei, Hawaii 96707 at which time all properly-received and time-stamped bids will be opened and read out loud.
Beginning Monday, March 12, 2018, the INVITATION FOR BIDS may be examined and purchased at HHFDC at the above address. The purchase price for each set of INVITATION FOR BIDS is a non-refundable $20.00. Cash will be accepted. A cashier’s or certified check made payable to "Hawaii Housing Finance and Development Corporation" will also be accepted. Personal checks or personal business checks will not be accepted.
The scope of services consists of the electrical and street light maintenance and repair within the Villages of Kapolei as described in the INVITATION FOR BIDS. Electrical and street light maintenance consists of the replacement of street light lamps, ballast, replacement of steel street light standards and arms, electrical trouble-shooting for proper street light operation, including street light metering equipment and power supply. Bidders are encouraged to visit the site requiring this service to familiarize themselves with existing conditions and the extent of services required as stated in the scope of services.
Notice of Intent to Bid and Statement of Bidder’s Maintenance Experience must be received and time stamped at the Office of the HHFDC no later than 2:00 p.m., Monday, April 2, 2018, the tenth (10) calendar day prior to the date designated for the opening of the bids. Forms are included in the bidding documents and are available at the above address. The Notice of Intent to Bid may be filed by fax at (808) 587-0600). Bidders must possess a valid State of Hawaii Contractor’s specialty "C-13" License to be eligible to bid.
All bids shall include the State General Excise Tax of 4.5%. The HHFDC may reject any and all bids and may waive any bid defects whenever HHFDC deems such action is in the best interest of HHFDC. The determination of the successful bidder will be made by HHFDC.
Bid security of at least five percent (5%) of the bid amount is required for bids exceeding $25,000. Contract performance and payment bonds shall be required for contracts exceeding $25,000.
A Pre-Bid Conference will be held at HHFDC at the address above on March 28, 2018 at 10:00 a.m. Attendance by all prospective bidders is recommended, but not required.
