NOTICE OF DRAFT RENEWAL AND MODIFICATION PERMIT
FOR THE PVT INTEGRATED SOLID WASTE MANAGEMENT FACILITY

The Hawaii State Department of Health (DOH) is making available for review, the draft solid waste management renewal and modification permit to PVT Land Company, Ltd. for the operation of the PVT Integrated Solid Waste Management Facility.
The PVT Integrated Solid Waste Management Facility consists of a Construction and Demolition (C&D) solid waste landfill with asbestos disposal area, recycling and materials recovery operations, and solidification operations. The permit renewal and modification allows for the continued operation of the facility, increases the maximum daily allowable load from 2,000 to 3,000 tons per day, increases the maximum permitted height from 135 to 255 feet above mean sea level, and allows for the construction and operation of a gasification unit, provided written approval is granted by the DOH. The gasification unit will use incoming material and material previously disposed to generate a synthetic gas for use onsite. The duration of the permit is for five years. The permit applicant is PVT Land Company, Inc.
The draft permit has been prepared under the provisions of Chapter 342H, Hawaii Revised Statutes, and Title 11, Chapter 58.1, Hawaii Administrative Rules.
The facility is located at 2020 Farrington Highway, (TMK Nos. 8-7-021:026 and 8-7-009:025) Waianae, Oahu, Hawaii. The Integrated Solid Waste Management Facility occupies 153 acres. C&D waste includes solid waste resulting from the demolition or razing of buildings, roads, and other structures, such as concrete, rock, brick, bituminous concrete, wood, and masonry, composition roofing and roofing paper, steel, plaster, minor amounts of other metals, such as copper, petroleum-contaminated soil, asbestos-contaminated waste, and certain liquid waste. The facility is not allowed to accept regulated hazardous or polychlorinated biphenyl wastes, municipal solid waste, and designated special wastes. The facility is the only permitted C&D landfill on Oahu.

All written comments should be submitted to the DOH, Solid and Hazardous Waste Branch via email to SWSGroupSite@HawaiiOIMT.onmicrosoft.com or by mail to 2827 Waimano Home Road, Pearl City, Hawaii 96782 (phone: 586-4226). The 30-day comment period will begin with the January 31, 2018 publication date of this Notice, and written comments will be accepted until March 2, 2018. A public hearing on the draft permit and application may be scheduled should comments warrant it. The DOH will respond to all comments received, and may revise the draft permit conditions should comments raise significant issues.
