DEPARTMENT OF TRANSPORTATION
NOTICE OF SOLICITATION OF COMMENTS
STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM (STIP)
REVISION #14
FEDERAL FISCAL YEARS 2015 to 2018 (+2)

The State Department of Transportation is providing an opportunity for the public to submit comments on the proposed STIP Revision #14, an amendment, to the Federal Fiscal Years (FFY) 2015 to 2018 (+2) Statewide Transportation Improvement Program (STIP). The STIP document identifies projects that are to be programmed for federal Highway or Transit funding.
The purpose of this revision is to address major changes to only FTA funded Oahu projects due to changes in purpose and need, shifts in project schedules, priorities, and significant cost estimate increases or decreases that occurred through the project development process. No neighbor island changes, new project additions, or FHWA changes are proposed in STIP Revision #14. Other scheduling changes or funding restructuring were also necessary to fiscally balance the aforementioned changes.
Proposed STIP Revision #14 and a list of explanations of the changes reflected in this revision can be found on our DOT STIP website at: http://hidot.hawaii.gov/highways/revisions-for-2015-2018-2-stip/.
Changes to the Oahu portion of the STIP are concurrently being processed in parallel as Transportation Improvement Program (TIP) revisions by the Oahu Metropolitan Planning Organization (MPO). STIP Revision #14 correlates with TIP Revision #20. Please see more information on the TIP process and TIP Revisions at the Oahu MPO website at: http://www.oahumpo.org/plans-and-programs/transportation-improvement-program-tip/
