Downtown, Oahu The primary purpose of this position is responsible for managing, directing, overseeing, and supporting all the operational functions and activities of the department’s Medical Cannabis Dispensary Licensing Section within the Office of Health Care Assurance including operations, personnel, budgetary matters, and any contracts to ensure that program objectives are achieved pursuant to State Statute, rules and regulations, and consistent with legislative, public, and federal expectations. EDUCATION REQUIREMENT: Graduation from an accredited college or university. Excess experience in administration, professional, technical, or other responsible experience, which required a high degree of analytical skill, may be substituted for education on a year-for-year basis. Master’s degree preferred. Possession of a master’s degree from an accredited college or university may be substituted for one (1) year of experience. GENERAL EXPERIENCE: Three (3) years in business or public administration, which require a high degree of analytical skill. SPECIALIZED EXPERIENCE: Three (3) years of management, administrative and/or analytical experience in overseeing or conducting onsite inspection surveys which demonstrates that the applicant possesses knowledge of public health programs, plans, and policies and procedures; or, Three (3) years of law enforcement supervisory or investigative detective work, or supply and inventory management that demonstrates experience in understanding and ensuring compliance with physical plant security requirements, management and inventory controls over Schedule I drugs and drug materials and products, and documentation of handling of evidence and ensuring appropriate chain of custody of products or of Schedule I drugs and drug materials and products as it is transported or distributed between locations, employees, or between employees and caregivers or medical cannabis patients.
