1. Resolution 17-290 – Relating to the appointment of Mr. Arthur D. Challacombe to serve on the Planning Commission of the City and County of Honolulu.
The items listed below have been published in anticipation of the actions to be taken by the City Council Standing Committees on October 24 – 27, 2017; and therefore, the City Council may or may not take action on each of the items or any amendments proposed thereto.
2. Resolution 17-289 and any amendments proposed thereto by the Committee on Public Health, Safety and Welfare – Relating to the appointment of Mr. Gerard C. Gibson to serve on the Police Commission of the City and County of Honolulu.
3. Resolution 17-300 and any amendments proposed thereto by the Committee on Public Health, Safety and Welfare – Relating to the appointment of Ms. Karen Chang to serve on the Police Commission of the City and County of Honolulu.
4. Bill 77 and any amendments proposed thereto by the Committee on Transportation and Planning – Relating to bicycle lanes. (Addressing bicycle lanes; in particular, naming the Ala Napunani Street bicycle lanes in memory of Zachary Manago.)
5. Bill 79 and any amendments proposed thereto by the Committee on Budget – Relating to real property taxes. (Promoting organic farming through real property tax relief.)
6. Bill 80 and any amendments proposed thereto by the Committee on Budget – Relating to real property taxes. (Promoting ocean friendly practices through real property tax relief.)
7. Bill 82 and any amendments proposed thereto by the Committee on Transportation and Planning – Relating to Chinatown, Honolulu. (Amending the Complete Streets Ordinance, Chapter 14, Article 33 of the Revised Ordinances of Honolulu 1990, to revise the procedure for the implementation of certain complete streets proposals in order to minimize their impacts on the economy of Chinatown.)
8. Bill 83 and any amendments proposed thereto by the Committee on Executive Matters and Legal Affairs – Relating to public sidewalks. (Prohibiting, subject to exceptions, persons from sitting or lying on public sidewalks in areas near schools and public libraries.)
9. Bill 84 and any amendments proposed thereto by the Committee on Budget – Relating to the Clean Water and Natural Lands Fund. (Amending the ordinances pertaining to the Clean Water and Natural Lands Fund.)
10. Bill 85 and any amendments proposed thereto by the Committee on Transportation and Planning – Relating to car sharing. (Amending the ordinances relating to car sharing.)
11. Bill 86 and any amendments proposed thereto by the Committee on Public Works, Infrastructure and Sustainability – Relating to the disposal of weeds, garbage, trash, and waste from property. (Addressing the disposal of weeds, garbage, trash, and waste from vacant lots.)
12. Bill 87 and any amendments proposed thereto by the Committee on Executive Matters and Legal Affairs – Relating to public sidewalks. (Prohibiting persons from sitting or lying on public sidewalks, subject to certain exceptions.)
13. Bill 88 and any amendments proposed thereto by the Committee on Executive Matters and Legal Affairs – Relating to public sidewalks. (Expanding the prohibition against persons sitting or lying on public sidewalks in certain places outside of the Waikiki Special District.)
14. Bill 89 and any amendments proposed thereto by the Committee on Transportation and Planning – Relating to traffic. (Addressing the management of traffic.)

Testimony is limited to three minutes and shall be presented by the registered speaker only.
Written testimonies may be faxed to 768-3827 or transmitted via the internet at http://www.honolulu.gov/ccl-testimony-form.html. By submitting written testimony, you are not automatically registered to speak. You are requested to register to speak if you wish to provide oral testimony.
On-line and fax registration forms must be received by 10 a.m. to be included in the list of registered speakers. Persons who have not registered to testify by 10 a.m. will be given an opportunity to present oral testimony on an item following the registered speakers by raising their hand at the time additional speakers are called upon.
