NOTICE OF PUBLIC HEARING Pursuant to Chapter 91, HRS, notice is hereby given that the Commission on Water Resource Management will hold public hearings on proposed amendments to Title 13, Section 13-167-10(b), HAR, Rules of Practice and Procedure for the Commission on Water Resource Management; Section 13-168-3(a), HAR, Water Use, Wells, and Stream Diversion Works; and Section 13-169-3(a), HAR, Protection of Instream Uses of Water. These proposed amendments will increase the maximum fine amount from $1,000 to $5,000 to be in conformance with HRS §174C-15(b). The public hearing will also be held for the proposed amendment to Title 13, Section 13-168-12(a), HAR, Water Use, Wells, and Stream Diversion Works. This proposed amendment will increase the filing fee for well construction and pump installation permits from $25 to $300. The hearings will be held as follows:
October 30, 2017 (Monday), 6:00 p.m. November 6, 2017 (Monday), 6:00 p.m. November 8, 2017 (Wednesday), 6:00 p.m. November 9, 2017 (Thursday), 6:00 p.m. November 17, 2017 (Friday) 6:00 p.m. All interested parties are invited to attend and to present their views, either orally or in writing. Written statements may be submitted at the public hearings or to the Commission on Water Resource Management at 1151 Punchbowl Street, Room 227, Honolulu, HI 96813, up to one week following the hearing date. The proposed rule amendments can be reviewed online at http://ltgov.hawaii.gov/the-office/administrative-rules/ or can be reviewed in person at the Commission on Water Resource Management office at the above address from 7:45 am to 4:30 pm, Monday through Friday, except holidays.
