EMERGENCY SOLUTIONS GRANT (ESG) PROGRAM

Pursuant to the City and County of Honolulu’s (City) Citizen Participation Plan, the proposed amendments to the City’s Twenty-Third (23rd), Twenty-Fourth (24th) and Twenty-Fifth (25th) Year Action Plans are provided for your information. The City desires to reprogram Fiscal Year 2018, Fiscal Year 2019, and Fiscal Year 2020 funds to projects that can utilize the funds immediately in order to achieve HOME and ESG program goals more efficiently and expediently. The proposed revisions to the Fiscal Year 2018, Fiscal Year 2019, and Fiscal Year 2020 HOME and ESG projects are provided for your information and use.

Homeless Management Information System (HMIS)
Project Description: Grant funds for the maintenance and management of HMIS. Clarifying language allows any funds reprogrammed pursuant to Resolution No. 19-34 CD1, Resolution No. 20-55, and Resolution No. 20-132, not committed or spent by
January 31, 2021 may be further reprogrammed as increased funding for the Homeless Management Information System operated by the Aloha United Way or any other eligible activity that supports ESG recipients generally.
