NOTICE OF CONSULTATION SECTION 106 NATIONAL HISTORIC PRESERVATION ACT (AMENDED 2006) GUARDRAIL AND SAFETY IMPROVEMENTS AT VARIOUS LOCATION, KAUAI, PART 6 AHUPUA`A OF HAIKU, ISLAND OF KAUAI FEDERAL-AID PROJECT NO. HWY-K-03-20 NEAR TAX MAP KEYS: (4) 3-3-02:11, 3-3-02:12; 3-4-05:03, 3-4-05:08, 3-4-05:12, 3-4-17:2, 3-4-05:17, 3-4-05:18, 3-4-05:19, 3-4-06:01, 3-4-06:02, 3-4-06:12, 3-4-07:02 Notice is hereby given that the Hawaii Department of Transportation, (HDOT), in coordination with the Federal Highway Administration (FHWA), proposes to construct the project titled “Guardrail and Shoulder Improvements at Various Locations, Kauai, Part 6”, in the Lihue District on the Island of Kauai. This federally funded HDOT project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006). HDOT proposes to construct safety improvements to the highway by rebuilding eroded backslopes, removing and replacing existing guardrail, guardrail end treatments and reflector markers, grading, grubbing and paving under guardrails in 21 non-contiguous locations along Route 50, Kaumualii Highway from Mile Post 2.10 to Mile Post 4.46. All work will be done within the previously disturbed State Highways rights-of-way (ROW). The total area of the APE is approximately 12.67 acres and includes 21 non-contiguous areas of varying lengths and varying widths ranging from 30 feet (ft) to a maximum of 70 ft as measured from the edge of travelway (also called the white stripe) to the ROW and extends no greater than 10 ft below the surface. Additionally, the APE includes the following staging areas for each of the 21 guardrail replacement locations: (1) a construction work zone of varying lengths by 10 ft wide as measured from the edge of travelway (the white stripe) along the guardrail to the center of the paved roadway; (2) a 20 ft long by 10 ft wide buffer zone on both ends of the guardrails. Pursuant to Section 106 of the NHPA, Native Hawaiian Organizations and Native Hawaiian descendants with ancestral, lineal or cultural ties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact HDOT. Other individuals and organizations with demonstrated legal, economic or historic preservation interest in the undertaking are asked to contact HDOT and share information and knowledge on historical and cultural sites within the proposed APE. We welcome any information within 30 days of this notice.
