Department of Land Management
City & County of Honolulu

Pursuant to the Revised Charter of the City & County of Honolulu 1973 (2017 Edition), Section 6-1803, the Director of the Department of Land Management is to conduct a public hearing to determine whether a transaction or activity relating to City real property serves a public interest as described in Section 6-1803(2). Public Notice is hereby provided for the following proposed transactions affecting City properties:

Property: Portion of Hikimoe Street, Lot 24-A, Waikele, Ewa, Oahu, Disposal of Property
Tax Map Key: (1) 9-4-14-061 & 064 (por.); Land area: 2,404 square feet
Requestor: Kamehameha Schools (Abutter)

Proposed Transaction: The City proposes to sell Lot 24-A, subject to easement W-1, to Kamehameha Schools so it can be consolidated with its surrounding lands to develop affordable housing for persons earning up to 60% of the area median income. Lot 24-A is a cul-de-sac and not needed for public street purposes.

Property: Portion of 860 Halekauwila Street, Honolulu, Oahu, Disposal of Property
Tax Map Key: (1) 2-1-050:068; Land area: 2,013 square feet
Requestor: State Hawaii Housing Finance & Development Corporation (Abutter)

Proposed Transaction: The City proposes to cancel the existing lease with the Hawaii Housing Finance and Development Corporation (HHFDC), then dispose the land to HHFDC so it can be consolidated with its abutting property to preserve the land and building as affordable housing.

Property: Kaupuni Stream Channel Easement, Waianae, Oahu, Grant of Easement
Tax Map Key: (1) 8-5-019-071; Land area: 165 square feet
Requestor: Hawaiian Electric Company (HECO)

Proposed Transaction: HECO requests the easement to service the Waianae Valley Road Feed-in-Tariff (FIT) Project, one of the many projects HECO is involved in to find alternative energy sources to meet HECO’s renewable energy goals.

Property: Mailiili Drainage Channel Easement, Waianae, Oahu, Grant of Easement
Tax Map Key: (1) 8-6-013:004, Lot 206; Land Area: 8,248 square feet
Requestor: Hawaiian Electric Company (HECO)

Proposed Transaction: HECO requests the easement to service private property which is currently leased to HECO for two Hawaii FIT projects. City channelization project created the need for the easement.

Property: Aalapapa Place Road Stub, Kailua, Oahu, Disposal of Property
Tax Map Key: (1) 4-3-008-009, 010, 011 and 057; Land Area: 5,800 square feet Requestor: Diane Smith, Daniel Powlison, James & Ai Peters (Abutters)

Proposed Transaction: Abutters request to acquire the city unimproved right-of-way to their properties.

Property: Make’e/Kapahulu Avenue, Waikiki, Oahu, Disposal of Property
Tax Map Key: (1) 2-6-027 por.; Parcels R161-B and R-161-D;
Land Area: 1,200 square feet
Requestor: Make’e Ailana Apartment Owners (Abutter)

Proposed Transaction: Abutter requests acquisition of city remnant parcels to consolidate with its parcel in order to provide access to the apartment’s parking structure.

Property: Portion of Geiger Road, Ewa, Oahu, Grant of Sewerline Easement
Tax Map Key: (1) 9-1-016 (por.); Land Area: 4,751 square feet
Requestor: U. S. Navy

Proposed Transaction: Granting of an easement for an existing U.S. Navy sewerline installed in the city roadway in the 1980’s.

Property: Hoakea Subdivision, Ewa, Oahu, Sale of the Leased Fee Interest
Tax Map Key: (1) 9-1-046-007; Land Area: 2,640 square feet
Requestor: Wade Nakashima (Lessee)

Proposed Transaction: Sale of the city’s leased fee interest in the property to Lessee.

The Department of Land Management is committed to allowing public testimony.

Pursuant to the Ninth Supplementary Proclamation issued by Governor David Ige on June 10, 2020, and Mayor Kirk Caldwell’s Emergency Order No. 2020-14 dated May 28, 2020, relating to the COVID-19 pandemic, in order to allow public participation, the following procedures are in effect for the meeting:

Oral Testimony – In-person testifiers will not be allowed in the room until it is their turn to testify and must leave the room immediately after providing testimony. Members of the public gathered outside the meeting room shall comply with Safe Practices and Social Distancing Requirements. Speaking time will be limited to two minutes.

Written Testimony – Written testimony may be faxed to (808) 768-4296 or emailed to

July 8, 2020. Written testimonies, including testifier’s name, address or email address, and phone number, will be made public by posting written testimony on the Department’s webpage.
