COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG), HOME INVESTMENT PARTNERSHIPS (HOME), HOUSING TRUST FUND (HTF),
EMERGENCY SOLUTIONS GRANTS (ESG) AND HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) PROGRAMS
In accordance with the U.S. Department of Housing and Urban Development (HUD) requirements regarding the City and County of Honolulu’s Consolidated Plan, the City and County of Honolulu
hereby provides a list of final projects for the City’s Twenty-Fourth (24th) Year Action Plan for Fiscal Year 2019 (July 1, 2018 – June 30, 2019). The City’s 5-Year Consolidated Plan identifies
housing and community development needs and a long-range strategic plan to meet those needs. The annual Action Plan details the activities the City will undertake in the upcoming year to
address the needs identified in the Consolidated Plan. The final projects in this the City’s Twenty-Fourth (24th) Year Action Plan are as follows:

Design, planning, and engineering for the renovation of a recreational building and the

Design, planning, and engineering for the renovation of a recreational building and

Dept. of Parks and Recreation – Makaha Community Park Rehabilitation. $320,000
Design, planning, and engineering for the renovation of a comfort station and the

Easter Seals Hawaii – Makiki Service Center Improvements, Phase I $408,500
Renovation of Easter Seal’s service center for individuals with intellectual disabilities.

Honolulu Fire Dept. – Kuakini Engine Apparatus. Acquisition of an engine $660,820
apparatus for the Kuakini Fire Station. Located at 601 North Kuakini Street,

Kalihi-Palama Health Center – Phase II Comprehensive Women and Children’s $1,600,000
Health Facility. Construction of a health facility to consolidate existing services and
expand services for women and children. Located at 710 N. King Street, Honolulu,

Parents and Children Together (PACT) – Family Peace Center Survivor and $86,570
Children’s Services. Comprehensive crisis response care and support for victims
of domestic violence and their children. Services island-wide.
Volunteer Legal Services Hawaii – Homeless Legal Access Project. Legal $68,298

Acquisition of land to construct a multi-family building to be occupied by eight (8)

IHS, The Institute for Human Services, Inc. – Sumner Street Emergency $125,000
Shelter. Emergency shelter operations for homeless men. Located at 350 Sumner

IHS, The Institute for Human Services, Inc. – Homeless Prevention and Rapid $213,002
Re-Housing. Financial assistance, housing relocation and stabilization services for
persons who are homeless (rapid re-housing) and at-risk of homelessness
(homelessness prevention). Located at 916 Ka’amahu Place, #A, Honolulu, HI 96817.
Kalihi-Palama Health Center – Emergency Relief Program. Financial $156,258
assistance, housing relocation and stabilization services for persons who are
homeless (rapid re-housing) and at-risk of homelessness (homelessness prevention).

Mental Health Kokua. Operating costs and essential services for an emergency $125,000
day shelter. Located at 126 North Pauahi Street, Honolulu, HI 96817.
Parents and Children Together – Ohia Domestic Violence Shelter. Emergency $198,515
shelter operations, homelessness prevention assistance, and rapid re-housing
assistance for victims of domestic violence. Location suppressed.
United States Veterans Initiative – Emergency Shelters for Homeless Veterans. $50,000
Emergency shelter operations for veterans who are homeless. Located at 85-638
Farrington Highway, Waianae, HI 96792 and Building 37 Shangrila Street, Kapolei, HI
96707.
ESG AND MATCH PROJECTS TOTAL $1,297,984
The public is advised that the City and County of Honolulu may incur preaward costs under the CDBG and HOME programs that will not exceed 25% of the current CDBG and HOME allocations. CDBG
and HOME funds will be used to reimburse the City when funds become available, subject to sufficient funding from the HUD. Should funds not be available, the City will cover the costs or future funding
for CDBG and HOME projects will be reduced.
In addition, the City has prepared a list of alternate projects for the CDBG program, listed above, that will be funded in the event that selected projects cannot be implemented. The City may permit
their funding in the subsequent fiscal year if there are insufficient funds in the current year. For the HOME, HTF, ESG and HOPWA programs, if excess/unspent funds become available, funds may be
reallocated among the agencies listed, provided that the agency is performing satisfactorily and has the ability to expend the funds in a timely manner.
The Final Twenty-Fourth (24th) Year Action Plan was submitted to HUD on June 29, 2018. Copies of the Final Twenty-Fourth (24th) Year Action Plan projects will be available for public review at the
