Located At: 14-3860 Kapoho-Pahoa Road, Pahoa, Hawaii
Pursuant to Hawaii Revised Statutes (HRS), Chapter 342B-13 and Hawaii Administrative Rules (HAR), Chapter 11-60.1, the Department of Health, State of Hawaii (DOH), hereby gives notice of a public hearing that will be held to consider the following DRAFT PERMIT to be issued to PGV located in Pahoa on the island of Hawaii.
The DRAFT PERMIT is described as follows:
The issuance of Noncovered Source Permit (NSP) No. 0008-02-N, in accordance with HAR, Chapter 11-60.1, Air Pollution Control, will grant conditional approval for the geothermal power plant to increase from 41 MW (Nominal) to 46 MW (Nominal). Operation of the equipment will result in a net decrease of 6.36 tons per year of VOC emissions. This permit, if approved, would amend NSP No. 0008-02-N issued to PGV on January 23, 2023, and amended on January 9, 2024.

Interested persons are invited to attend the public hearing to make comments and recommendations on the DRAFT PERMIT. Persons desiring to testify should submit two (2) copies of their testimony prior to or at the hearing. In addition, written comments on the draft permit will be accepted if received, or postmarked and mailed by, December 12, 2025. Comments shall be delivered or mailed to the Oahu office of the Clean Air Branch at the above address.

Comments on the draft permit should address, but need not be limited to, the permit conditions and the facility’s compliance with federal and state air pollution laws, including: (1) the National and State Ambient Air Quality Standards; and (2) HRS, Chapter 342B and HAR, Chapter 11-60.1.
The DOH will make a final decision on the permit after considering all comments and will send notice of the final decision to each person who has submitted comments or requested such notice.
