2. Resolution 25-6 – Confirming the nomination of Andrew T. Kawano to serve as the Director of Budget and Fiscal Services of the City and County of Honolulu.

3. Resolution 25-7 – Confirming the nomination of Anton C. Krucky to serve as the Director of Community Services of the City and County of Honolulu.

4. Resolution 25-8 – Confirming the nomination of Dana M.O. Viola to serve as the Corporation Counsel of the City and County of Honolulu.

5. Resolution 25-9 – Relating to the nomination of Kimberly M. Hashiro to serve as the Director of Customer Services of the City and County of Honolulu.

12. Resolution 25-16 – Confirming the nomination of Brian C. McKee to serve as the Director of Information Technology of the City and County of Honolulu.

13. Resolution 25-17 – Confirming the nomination of Masahiko Kobayashi, M.D., Ph.D., to serve as the Medical Examiner of the City and County of Honolulu.

14. Resolution 25-18 – Confirming the nomination of Laura H. Thielen to serve as the Director of Parks and Recreation of the City and County of Honolulu.

15. Resolution 25-19 – Confirming the nomination of Dawn E. Takeuchi Apuna to serve as the Director of Planning and Permitting of the City and County of Honolulu.

16. Resolution 25-20 – Confirming the nomination of J. Roger Morton to serve as the Director of Transportation Services of the City and County of Honolulu.

17. Resolution 25-21 – Confirming the nomination of Clarke L. K. Bright to serve as the Band Director of the Royal Hawaiian Band of the City and County of Honolulu.

18. Resolution 25-22 – Confirming the nomination of Lloyd M. Yonenaka to serve as the Executive Secretary to the Neighborhood Commission of the City and County of Honolulu.

19. Resolution 25-27 – Confirming the nomination of Catherine A. Taschner to serve as the Director of Land Management of the City and County of Honolulu.

20. Resolution 25-29 – Confirming the appointment of Dawn B. Szewczyk by the Mayor to serve on the 2025 Charter Commission of the City and County of Honolulu.

21. Bill 24 (2024), CD1 – To adopt the revised Primary Urban Center Development Plan for the City and County of Honolulu. (Repealing the existing Development Plan for the Primary Urban Center, Chapter 24, Article 2, Revised Ordinances of Honolulu 2021, and adopting a new Article 2 incorporating the revised Primary Urban Center Development Plan.)

22. Bill 63 (2024) – Relating to accessory dwelling units. (Amending the provisions relating to accessory dwelling units, including but not limited to any incentives to stimulate the creation of such units.)

The item listed below has been published in anticipation of the action to be taken by the Committee on Planning, Infrastructure & Transportation; and therefore, the City Council may or may not take action on the item or any amendments proposed thereto.

23. Bill 61 (2024)and any amendments proposed thereto by the Committee on Planning, Infrastructure & Transportation – Relating to wheelies. (Promoting public safety for drivers and pedestrians using the public transportation system in the City and County of Honolulu by addressing the performance of stunts on public roadways.)

Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to:

A three-minute presentation on Public Hearing and New Business items; and
A one minute presentation on all other items.

As both English and Hawaiian are official languages of the State of Hawai’i, pursuant to Article XV, Section 4 of the Hawai’i State Constitution and Section 1-13 of the Hawai’i Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ‘Olelo Hawai’i, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

Although remote oral testimony is being permitted, this is a regular meeting and not a remote meeting by interactive conference technology under HRS Section 92-3.7. Therefore, the meeting will continue notwithstanding loss of audiovisual communication with remote testifiers or loss of the public broadcast of the meeting.

Persons wishing to testify in-person in the Council Chamber are requested to register by 10 a.m. by filling out the registration form in person outside the Council Chamber. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.
