This notice shall satisfy procedural requirements for activities to be undertaken by Kauai County Housing Agency.
The Kauai County Housing Agency is utilizing Emergency Rental Assistance 2 funds under Pub. L. No. 117-2 dated March 11, 2021 under the American Rescue Plan Act (hereinafter “ARPA ERA 2) and, pursuant to APRA ERA 2 FAQ 46, as amended, to undertake a project known as the Kealaula Supportive Housing Project – Phase II for the purpose of constructing a supportive housing project for residents experiencing homelessness or who are at imminent risk of homelessness. The estimated ARPA ERA 2 funding is $4,005,000 and the total estimated project cost is $4,505,000. The proposed project is located at 4398 Pua Loke Street, Lihue, Hawaii 96766 and identified as TMK (4) 3-8-005-002.
FINDING OF NO SIGNIFICANT IMPACT
The Kauai County Housing Agency has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Suite 330, Lihue, Hawaii 96766 and may be examined or copied weekdays

PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Kauai County Housing Agency, 4444 Rice Street, Suite 330, Lihue, Hawaii 96766, Attention: Steve Franco or by email at sfranco@kauai.gov. All comments received by January 11, 2025, will be considered by the Kauai County Housing Agency.
ENVIRONMENTAL CERTIFICATION
The Kauai County Housing Agency certifies that Derek S.K.Kawakami in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. ARPA ERA 2’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Kauai County Housing Agency to use Program funds.
