1. Resolution 19-322 – Relating to the reappointment of Allene Suemori to serve on the Ethics Commission of the City and County of Honolulu.
2. Resolution 19-327 – Confirming the reappointment of Vincent Baldemor to serve on the Grants in Aid Advisory Commission of the City and County of Honolulu.
3. Resolution 19-328 – Confirming the reappointment of Joni C. Tanimoto to serve on the Civil Service Commission of the City and County of Honolulu.
4. Resolution 20-3 – Relating to the nomination of James R. Skizewski to serve as the Executive Secretary to the Neighborhood Commission of the City and County of Honolulu.
5. Resolution 20-4 – Confirming the reappointment of Dana Kapuaala Sproat to serve on the Board of Water Supply of the City and County of Honolulu.
The items listed below have been published in anticipation of the actions to be taken by the City Council Standing Committees; and therefore, the City Council may or may not take action on each of the items or any amendments proposed thereto.
6. Bill 34 (2019) – and any amendments proposed thereto by the Committee on Business, Economic Development and Tourism – Relating to the Office of Climate Change, Sustainability and Resiliency. (Requiring the City and County of Honolulu Office of Climate Change, Sustainability and Resiliency to track and report annually on Oahu visitor industry sustainability efforts as a way to encourage that industry to adopt sustainable ecotourism policies whenever possible, with the aim of reducing solid waste production, reducing water and fossil fuel use, and promoting options for cleaner energy and multi-modal transportation.)
7. Bill 61 (2019) – and any amendments proposed thereto by the Committee on Budget – Relating to building permit fees. (Addressing building permit fees for projects started prior to obtaining a building permit.)
8. Bill 62 (2019) – and any amendments proposed thereto by the Committee on Public Infrastructure, Technology and Sustainability – Relating to storm water, flood, and erosion damage. (Providing for a new procedure under which the City shall undertake storm water, flood, and erosion damage remediation measures on private properties.)
9. Bill 64 (2019) – and any amendments proposed thereto by the Committee on Public Infrastructure, Technology and Sustainability – Relating to unlawful disposal of refuse or bulky waste. (Addressing the illegal disposal of refuse and bulky waste upon public streets, roadsides, alleys, highways and public places within the City and County of Honolulu.)
10. Bill 66 (2019) – and any amendments proposed thereto by the Committee on Zoning, Planning and Housing – Relating to building permits. (Addressing building permit fees, the processing of building permit applications, the issuance of building permits, and the monitoring, inspection, and enforcement of work on projects for which a building permit is required or issued.)
11. Resolution 19-323 – and any amendments proposed thereto by the Committee on Executive Matters and Legal Affairs – Initiating amendments to the Revised Charter of the City and County of Honolulu 1973 (2017 Edition), as amended, relating to the attorneys in the Office of Council Services.
12. Resolution 19-325 – and any amendments proposed thereto by the Committee on Executive Matters and Legal Affairs – Initiating amendments to the Revised Charter of the City and County of Honolulu 1973 (2017 Edition) to transfer the planning functions of the Department of Planning and Permitting to a separate Planning Department and rename the Department of Planning and Permitting.

On-line and fax registration forms must be received by 10 a.m. to be included in the list of registered speakers. Persons who have not registered to testify by 10 a.m. will be given an opportunity to present oral testimony on an item following the registered speakers by raising their hand at the time additional speakers are called upon.
