REQUEST FOR PROPOSALS (RFP)
The City and County of Honolulu’s Department of Community Services, through the Department of Budget and Fiscal Services’ Division of Purchasing, is soliciting proposals to lease and operate a portion of the City-owned property at Punawai Hale located at 431 Kuwili Street, Honolulu, Hawai’i 96817, TMK: (1) 1-5-009-009. The Offeror may submit proposals to lease the Mezzanine and second floor housing units or the Mezzanine space only. The awarded lessee is to provide medical services and/or housing and services for individuals and/or families experiencing homelessness and support their relocation from facilities and other public areas to emergency, transitional and/or permanent housing.
Offeror’s minimum qualifications include experience in operating a health services facility or private practice; experience in operating housing or supportive services programs for homeless; experience in property management as a Hawai’i licensed real estate broker; be in good standing with obligations to the City and not debarred by any federal, state or local agency; and registered to do business in the State of Hawai’i. Evaluation criteria includes the ability to meet priorities established in the solicitation, economic feasibility of the proposal, anticipated accomplishments, project readiness, and experience.

Proposals must be received by the Division of Purchasing at Honolulu Hale, 530 South King Street, Room 115, Honolulu, Hawai’i by November 18, 2026, 10:00 AM, HST, unless otherwise modified by addendum posted on HANDS.
