NOTICE OF PUBLIC HEARING
Pursuant to Chapter 91, Hawaii Revised Statutes, notice is hereby given that the Department of Land and Natural Resources (DLNR), State of Hawaii, will hold public hearings on proposed amendments to, and compilation of, Hawaii Administrative Rule Title 13, Subtitle 11, Chapter 232, Sanitation and Fire Safety, to authorize implementation of hours of operation for state small boat harbors and boating facilities, including restricting access to these facilities outside of hours of operation for individuals that do not have legitimate business within the facility or who are not exercising traditional and customary Native Hawaiian rights.
Hearings will be held as follows:
On Hawaii: Community Meeting Hale, West Hawaii Civic Center, 74-5044 Ane Keohokalole Highway, Kailua-Kona, HI 96740 on September 23, 2026 from 1:00pm to 3:00pm.
On Kauai: Kauai War Memorial Convention Hall, 4191 Hardy Street, Lihue, HI 96766 on September 22, 2026 from 2:00pm to 4:00pm.
On Maui: Cameron Center Auditorium, 95 Mahalani Street, Wailuku, HI 96793 on September 23, 2026 from 1:00pm to 3:00pm.
On Oahu: DLNR Boardroom (Room 132), Kalanimoku Building, 1151 Punchbowl Street, Honolulu, HI 96813 on September 23, 2026 from 1:00pm to 3:00pm.
All interested parties are invited to attend and provide testimony on the proposed amendments. Persons wishing to provide verbal testimony must sign in with DLNR staff no later than 30 minutes after the stated start time of the respective public hearing. Public hearings will conclude at the stated end time or when the last verbal testifier has finished, whichever comes first. Mailed testimony may be sent to DOBOR District Offices as specified below and may be sent at any time up to, and including, the latest public hearing date. Emailed testimony may be sent to DLNR.harreview@hawaii.gov any time up to, and including, the latest public hearing date. Mailed testimony postmarked after the deadline and emailed testimony received after the deadline may or may not be considered.
The proposed rule amendments may be viewed online at the Division of Boating and Ocean Recreation website (http://dlnr.hawaii.gov/dobor/draft-rules) or in person from 8:00am to 3:30pm, Monday through Friday, excluding state holidays, as follows:
