NOTICE OF PUBLIC HEARINGS
AND REQUEST FOR PROPOSALS FOR THE COUNTY OF HAWAI’I’S
2027 FEDERAL HUD GRANT PROGRAMS
The County of Hawai’i’s Office of Housing & Community Development (County), in coordination with the State of Hawai’i Housing Finance and Development Corporation (HHFDC) are beginning the U.S. Department of Housing and Urban Development (HUD) Consolidated/Action Planning process for Program Year (PY) 2027.
In accordance with 24 CFR Part 91, the County invites all interested residents to participate in the following public hearings to provide comments on community development, affordable housing, homelessness, and other housing-related needs and priorities, as well as the past performance of the County’s HUD-funded programs. Public comments received will be considered in the development of the PY2027 Annual Action Plan.

The County encourages participation by all residents, particularly low- and moderate-income persons, minorities, persons with disabilities, and persons with limited English proficiency.

REQUEST FOR PROPOSALS
The County is soliciting project proposals from eligible applicants for inclusion in the PY2027 Annual Action Plan for the following HUD programs:
Community Development Block Grant (CDBG) – Anticipated Funding: $2,600,000
The goal of the CDBG program is to encourage the development of viable communities by providing decent housing, suitable living environments, and expanding economic opportunities for persons of low- and moderate-income.
Emergency Solutions Grant (ESG) – Anticipated Funding: $250,000
The primary objective of the ESG program is to support activities that provide basic shelter and essential supportive services to individuals experiencing homelessness or at-risk of becoming homeless.
HOME Investment Partnerships (HOME) – Anticipated Funding: $3,000,000
The purpose of the HOME program is to expand the supply of decent, safe, sanitary and affordable housing for very low and low-income households. HOME program funds is an allocation from the HHFDC on a three (3) year rotation between the three neighboring Counties.
National Housing Trust Fund (HTF) – Anticipated Funding: $1,500,000
The purpose of the HTF program is to increase and preserve the supply of decent, safe, sanitary, and affordable housing, with primary attention to rental housing for extremely low-income and very low-income households at or below 30% of the AMI, including homeless families. HTF program funds is an allocation from the HHFDC on a three (3) year rotation between the three neighboring Counties.
Funding is subject to federal appropriations and applicable program requirements.
Program information, eligibility requirements, application materials, and submission instructions will be available beginning September 1, 2026 at: www.housing.hawaiicounty.gov/grants-funding.
Applications must be submitted by 4:30 pm on November 16, 2026.
