The Hawaii Department of Health (DOH), Clean Water Branch (CWB) tentatively recommends to the Director of Health (Director) to renew a National Pollutant Discharge Elimination System (NPDES) permit to regulate and impose water pollution control requirements on the discharge of secondary treated wastewater, to receiving State waters, subject to special conditions, to:
COUNTY OF HAWAII
DEPARTMENT OF ENVIRONMENTAL MANAGEMENT
WASTEWATER DIVISION
A permit for such discharge would expire five (5) years from the date of issuance. The facility is located at: 27-2138 Hawaii Belt Road, Papaikou, Hawaii 96781.
The Permittee owns and operates the Facility, located in Papaikou, Hawaii, on the Island of Hawaii. The Facility has a design flow capacity of 0.35 million gallons per day (MGD) and provides secondary level treatment of wastewater for approximately 1,900 people (1,400 people in Papaikou and 500 people in Paukaa). Treatment at the Facility consists of screen/grit removal, biological treatment using activated sludge, secondary clarification, chlorination, and dechlorination. Secondary treated effluent is discharged to the Pacific Ocean at Waipahi Point through Outfall Serial No. 001 at latitude 19°46’58” N and longitude 155°05’09” W. Outfall Serial No. 001 is located along the shoreline and discharges secondary treated effluent approximately 10 feet above the foot of a rocky cliff face.
The receiving waters, the Pacific Ocean, is classified by the DOH as Class A Wet Open Coastal Waters under Hawaii Administrative Rules (HAR), Section 11-54-6(b)(2)(B). It is the objective of Class A waters that their use for recreational purposes and aesthetic enjoyment be protected. Any other use shall be permitted as long as it is compatible with the protection and propagation of fish, shellfish, and wildlife, and with recreation in and on these waters. These waters shall not act as receiving waters for any discharge which has not received the best degree of treatment or control compatible with the criteria established for this class.
