ANNUAL PHA PLAN and ADMINISTRATIVE
PLAN for FISCAL YEAR 2026
HOUSING CHOICE VOUCHER PROGRAM
Notice is hereby given that the Office of Housing and Community Development, Existing Housing Division pursuant to 42 USC § 1437c-1(i)(5) through 24 CFR
§ 903.23(e) will hold a public hearing on the County’s proposed Public Housing Agency (PHA) Annual Plan and the Administrative Plan for the fiscal year beginning July 1, 2026. The public hearing will be held on:

This public hearing is being held to inform the community about the PHA annual plan and to invite public comments. The hearing will cover the mission of the program, the annual plan, which provides a detailed overview of the PHA’s operations, programs and services for the upcoming fiscal year. This includes participant needs and the Administrative Plan, which describes the policies and procedures that guide the management of housing assistance programs in compliance with HUD regulations.
All interested are encouraged to attend and share their input on the proposed plans. Written comments submitted before the hearing are welcome and appreciated. The OHCD will consider all feedback received from the public regarding the PHA Annual Plan and the Administrative Plan and may make revisions as appropriate based on the comments received.
Public Comment Period
The proposed Annual Plan and the Administrative Plan will be available for
public review and comment from February 2, 2026, through March 20, 2026,
at the Office of Housing and Community Development, Monday through Friday,
8:00 AM to 4:00 PM, except holidays. The OHCD office locations are:

The proposed Annual Plan and Administrative Plan will also be available online at:
www.hawaiicounty.gov/eh
Citizens who wish to comment on the proposed plans may submit their comments in writing or by email (sec8info@hawaiicounty.gov) to the OHCD by 4:00 PM, March 20, 2026, to ensure their input is considered. Citizens may also testify at the hearing on the date above.
Accommodations for persons with special needs and interpreters for non-English speaking citizens will be available at all public hearings and sessions upon written request 10 business days prior to the meeting date.
