PUBLIC NOTICE
VIDEO MONITORING (AUTOMATIC LICENSE PLATE READERS)
FOR THE CHINATOWN AREA
NOTICE IS HEREBY GIVEN pursuant to Section 2-32.3(b)(5), Revised Ordinances of Honolulu, that the City and County of Honolulu (City), through the Honolulu Police Department (HPD), will be conducting a pilot program to test Automatic License Plate Reader (ALPR) technology, and will be materially changing and equipping the existing cameras located in the Chinatown area with ALPR technology. The ALPR cameras will be employed for the general prevention and deterrence of criminal activity and to ensure the safety and security of the public and the community. The ALPR cameras will capture images of vehicle license plates on public streets and roadways within the designated area and will be used to achieve legitimate law enforcement objectives or other legitimate public purposes, such as identifying vehicles associated with: stolen-vehicle reports, individuals with outstanding warrants, or other law enforcement alerts. The ALPR technology will begin operating and recording 10 calendar days after publication of this legal notice. Flock camera technology will not be used.
The General Public may submit written comments on the video monitoring to the Honolulu City Council and the Honolulu Police Department at the following addresses:

CAMERA LOCATIONS IN THE CHINATOWN AREA
ALPR technology will be integrated with existing overt video monitoring cameras located at or near the principal entry and exit points of the Chinatown area, which area is generally bounded by Nu’uanu Stream, Vineyard Boulevard, and Bishop Street extended to meet Vineyard Boulevard and Honolulu Harbor.
Cameras will be operated and positioned in a manner consistent with applicable laws, policies, and privacy requirements; will be positioned to capture images of vehicles traveling on public streets and roadways only; and will not be intentionally positioned to view private activity, conditions, or locations. Cameras may operate continuously and may be monitored by the HPD.
