NOTICE IS HEREBY GIVEN of an agency hearing with a public hearing and an opportunity for public testimony from all interested persons to be held by the Kaua’i Planning Commission pursuant to the provisions of Special Management Area Rules, Kauai County Code, Chapter 8, as amended, Hawaii Revised Statutes (HRS) Chapter 92 and 91, and the Rules of Practice and Procedure of the County of Kauai Planning Commission. SPECIAL MANAGEMENT AREA USE PERMIT (SMA(U)-2026-6) for a development involving the construction of two (2) single-family residences on a parcel located on the makai side of Kuhio Highway in Wainiha, at its intersection with Mikala Place, further identified as 5-7196 Kuhio Highway, Tax Map Key: 5-8-008:009, and containing a total area of 15,588 square feet.
CLASS IV ZONING PERMIT (Z-IV-2026-15), and USE PERMIT (U-2026-12) to allow construction and installation of a new wireless telecommunication facility within the Kaua’i Village Shopping Center parcel situated along the mauka side of Kaumualii Highway in Waipouli, further identified as 4-831 Kuhio Highway, Tax Map Key: (4) 4-3-008:013, and containing a total area of 4.8944 acres.
CLASS IV ZONING PERMIT Z-IV-2026-16 to allow the construction of a 2-story office building, 8,000 square feet warehouse and associated site improvements on Lot 5 of the Kukui Grove Village West Subdivision in Lihue, involving a parcel situated on the makai side of Kaumualii Highway, further identified as 4481 Pahee Street, Tax Map Key: (4) 3-3-010:005 and containing a total area of 1.0272 acres.

Request: Amendment to the West Kauai Community Plan (WKCP), Waimea Town Walkable Mixed Use District Map (SPA-L) from T4 Village Neighborhood Flex – West Kaua’i “T4VN/F-WK” to T4 Village Center Flex – West Kaua’i “T4VC/F-WK” designation.
Location: Waimea, Kaua’i. Located immediately west and adjacent to the Waimea Hawaiian Church, situated along the makai side of Kaumuali’i Highway in Waimea Town, approximately 80 feet east of the Moana Road/Kaumuali’i Highway intersection, further identified as 1-9814 Kaumuali’i Highway containing a total area of 6,799 square feet.
