PROJECT NAME: Security Fencing at Hono’uli’uli Wells II
Hono’uli’uli Ahupu’a, ‘Ewa District, Island of O’ahu

PROJECT DESCRIPTION: The Honolulu Board of Water Supply (BWS) is proposing to replace the existing chain-link security fence with new expanded metal mesh security fence at the Hono’uli’uli Wells II facility. This work involves demolition of 1,033 linear-feet of existing 6-foot-high chain link security fence and barbed wire and installation of 1,033 linear-feet of 8-foot-high expanded metal mesh fence and barbed wire. The new fence will be installed along the same alignment as the existing fence.

PROPOSED PROJECT AREA: Approximately 0.6 acres, the entirety of Tax Map Key parcels (1) 9-2-001:008, 009 & 010, which are owned by the City and County of Honolulu.

POTENTIAL HISTORIC RESOURCES: The project area is located within the boundary of Hono’uli’uli National Monument. The National Register of Historic Places (NRHP 09000855) lists five (5) contributing features for the monument, of which two (2) – a ditch and aqueduct system and a ditch and siphon system are located in proximity of the area of potential effect. The ditch and aqueduct system, designated as Feature L-1 in the registration form, is located immediately south of the BWS Hono’uli’uli Wells II facility. Feature L-1g, described as an uncoursed dry-laid basalt retaining wall that is 157 feet long and up to 21 feet high, is located approximately 4 feet from the fence line of the BWS Hono’uli’uli Wells II facility. Feature L-1c, a concrete ditch, is located just south of the wall. The existing BWS Hono’uli’uli Wells II facility was existing at the time of nomination and is listed as non-contributing features in the registration form.

PREVIOUS CONSULTATION: The project was previously reviewed pursuant to Hawai’i Revised Statutes (HRS) 6E-8. In consultation with the National Parks Service (NPS), Japanese Cultural Center of Hawaii, and State Historic Preservation Division (SHPD) with mitigation measures. BWS proposed a determination of “No historic properties affected”. SHPD concurred with the determination in a letter dated June 10, 2021. Before project construction could commence, updated structural engineering standards resulted in revisions of the project design. Replacement of the existing fence posts are now required to withstand lateral loading (such as high wind events). This differs from the previous design, which intended to re-use existing fence posts to minimize ground disturbance. Work near Well No. 1 and the dry stack wall will be limited to handheld equipment and manual labor. BWS updated the NPS and SHPD regarding the proposed design change. At the guidance of SHPD, construction of the subject project will be conducted under requirements of the Archaeological Monitoring Plan (AMP) for the BWS Hono’uli’uli Wells II Motor Control Center (MCC) Replacement Project. This AMP was developed for repair and upgrades to the control station building at the Hono’uli’uli Wells II facility. The AMP will be amended to be utilized for the Security Fencing at Hono’uli’uli Wells II project.
