SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966 AS AMENDED (2006)
‘OULI ‘EKAHI RENTAL HOUSING WASTEWATER TREATMENT PLANT AND PROPERTY IMPROVEMENTS

Notice is hereby given that the County of Hawaii’s Office of Housing and Community Development (OHCD) is receiving federal Community Development Block Grant (CDBG) funds for rehabilitation to the existing ‘Ouli ‘Ekahi Rental Housing project located at 62-2600 ‘Ouli ‘Ekahi Place, Kamuela, Hawaii 96743 (TMK: 6-2-015:045). This federally funded County project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006).
The phased undertaking will consist of the repair and/or replacement of a private wastewater treatment plant, construction of a community trash bin enclosure, interior renovations and building modernization, and the improvement of localized drainage through grading and the installation of three drywells each excavated at a width of 2 ft. 10 inches and depth no greater than 10 feet.
The proposed Area of Potential Effects (APE) includes 4.75 acres of previously disturbed land consisting of 33 stand-alone cottages built in 1995. An archaeological survey was conducted by ERC Environmental and Energy Services Co. in December 1990 with additional fieldwork conducted in April 1993 and found no archaeological sites within the affordable housing site.
Pursuant to Section 106 of the NHPA, Native Hawaiian Organizations and Native Hawaiian descendants with ancestral, lineal/cultural ties to, cultural knowledge or concerns for, and cultural/religious attachment to the proposed project area or other individuals and organizations with legal, economic or historic preservation interest who would like to participate in the Section 106 process for the proposed project are requested to contact Ms. Alisa Hanselman, Housing and Community Development Specialist at OHCD by email at ohcdcdbg@hawaiicounty.gov, or by mail at 1990 Kino’ole Street, Ste 102, Hilo, HI 96720 within 30 days of this notice.
