Notice is hereby given that the Kaua’i County Council will hold a public hearing on Wednesday, April 9, 2025, at 8:30 a.m., or soon thereafter, at the Council Chambers, 4396 Rice Street, Room 201, Historic County Building, Lihu’e, on the following:
Bill No. 2945
A BILL FOR AN ORDINANCE AMENDING “KAUA’I KAKOU – KAUA’I COUNTY GENERAL PLAN” (2018) RELATING TO A PARCEL LOCATED IN ‘ELE’ELE, KAUA’I (County of Kaua’i Planning Department, Applicant) (GPA-2025-1)
This Bill proposes to update the booklet entitled “Kaua’i Kakou – Kaua’i County General Plan” (2018) (incorporated by reference in Chapter 7, Kaua’i County Code 1987, as amended) (The General Plan for the County of Kaua’i). The subject property, Tax Map Key (TMK) Parcel (4) 2-1-001:055, displayed on the Location Map attached to Bill No. 2945 and incorporated as its Exhibit A (‘Ele’ele Iluna Phase III), is located between the County of Kaua’i Lima Ola development and Halewili Road, ‘Ele’ele, Kaua’i, Hawai’i. ‘Ele’ele Iluna Phase III amendment boundaries are described and delineated by metes and bounds descriptions in Bill No. 2945 Exhibit B and contain an area of approximately 14.994 acres. TMK Parcel (4) 2-1-001:055 is not designated as Important Agricultural Lands by the Hawai’i State Land Use Commission (LUC Docket DR09-37, Alexander & Baldwin, Inc., 3,773 acres, approved March 9, 2009). The ‘Ele’ele Iluna Phase III site is located between the Lima Ola development and the area to the south (adjacent to Halewili and Waialo Roads) that is identified in the West Kaua’i Community Plan as “suitable for residential and mixed-use expansion.” (West Kaua’i Community Plan, 2020, page number 26.) The current landowner (Kaua’i Habitat for Humanity, Inc.) has consented to this General Plan amendment.

A BILL FOR AN ORDINANCE AMENDING THE STATE LAND USE DISTRICT BOUNDARY RELATING TO A PARCEL LOCATED IN ‘ELE’ELE, KAUA’I (County of Kaua’i Planning Department, Applicant) (A-2025-1)
This Bill proposes to update 14.994 acres of the State Land Use District boundary and designation of Tax Map Key (TMK) Parcel (4) 2-1-001:055 from the State “Agricultural” Land Use District (A) to the State “Urban” Land Use District (U), as displayed on the Location Map, ZM-H 200, that is attached to Bill No. 2946 and incorporated as its Exhibit A, and delineated by and incorporated as Bill No. 2946 Exhibit B, subject to the conditions stated in Bill No. 2946.

A BILL FOR AN ORDINANCE AMENDING CHAPTER 8, KAUA’I COUNTY CODE 1987, AS AMENDED, RELATING TO ZONING BOUNDARIES IN ‘ELE’ELE, KAUA’I (County of Kaua’i Planning Department, Applicant) (ZA-2025-1)
This Bill proposes to update the County of Kaua’i Zoning Map ZM-H 200 to reflect zoning designation updates within the subject parcel Tax Map Key (TMK) Parcel (4) 2-1-001:055, from “Agricultural” (Ag) to “Residential-6” (R-6), as displayed in Bill No. 2947 Exhibit A and delineated by a formal survey including metes and bounds as shown in Bill No. 2947 Exhibit B. The West Kaua’i Community Plan (WKCP), adopted by the County of Kaua’i in December 2020, further clarifies ongoing housing shortage issues outlined in the 2018 General Plan. In addition, the site is located in a region identified in the WKCP as suitable for additional housing inventory: “The area south of Lima Ola (adjacent to Halewili and Waialo Roads) is suitable for residential and mixed-use expansion.” (West Kaua’i Community Plan, 2020, page number 26.) TMK Parcel (4) 2-1-001:055 is not designated as Important Agricultural Lands by the Hawai’i State Land Use Commission (LUC Docket DR09-37, Alexander & Baldwin, Inc., 3,773 acres, approved March 9, 2009). This Bill proposes to update the booklet entitled “West Kaua’i Community Plan” (2020) (incorporated by reference in Chapter 10, Kaua’i County Code 1987, as amended, and amended by Ordinance No. 1138). The subject property, Tax Map Key (TMK) Parcel (4) 2-1-001:055, displayed on the Location Map attached to Bill No. 2948 and incorporated as its Exhibit A (‘Ele’ele Iluna Phase III), is located between the County of Kaua’i Lima Ola development and Halewili Road, ‘Ele’ele, Kaua’i, Hawai’i.
