1. Bill 14 – Relating to the First Source program. (Amending Chapter 2, Revised Ordinances of Honolulu 2021 (“ROH”), to address certain obsolete or unnecessary provisions.)

2. Bill 15, CD1 – Relating to the Climate Resiliency Fund. (Creating a fund to receive and expend moneys to support climate resiliency.)

3. Bill 17, CD1 – Relating to real property taxation. (Amending provisions relating to the real property tax home exemption.)

4. Bill 18 – Relating to plastic. (Addressing certain single-use plastic containers.)

5. CR-87 – Recommendation on the review and evaluation of the Youth Commission pursuant to Ordinance 24-20.

The items listed below have been published in anticipation of the actions to be taken by the Committee on Public Safety & Customer Services; and therefore, the City Council may or may not take action on the items or any amendments proposed thereto.

6. Bill 7and any amendments proposed thereto by the Committee on Public Safety & Customer Services – Relating to the Fire Code. (Addressing fireworks use and violations in the City and County of Honolulu.)

7. Bill 11and any amendments proposed thereto by the Committee on Public Safety & Customer Services – Relating to electronic amusement devices. (Providing for the strict regulation of electronic amusement devices to protect public health, safety, and welfare.)

8. Bill 12and any amendments proposed thereto by the Committee on Public Safety & Customer Services – Relating to gambling. (Addressing public nuisances relating to gambling activities throughout the City and County of Honolulu.)

9. Bill 13and any amendments proposed thereto by the Committee on Public Safety & Customer Services – Relating to real property. (Addressing private real property subject to a lease, rental agreement, or HRS Chapter 521, Relating to the Residential Landlord-Tenant Code.)

Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to:

A three-minute presentation on Public Hearing and New Business items; and
A one minute presentation on all other items.

As both English and Hawaiian are official languages of the State of Hawai’i, pursuant to Article XV, Section 4 of the Hawai’i State Constitution and Section 1-13 of the Hawai’i Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ‘Olelo Hawai’i, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

2. To testify by videoconference visit: https://hnldoc.ehawaii.gov/hnldoc/testimony. Videoconference access information will be provided upon registration. Testifiers are encouraged to register/submit testimony at least 24 hours prior to the meeting.

Although remote oral testimony is being permitted, this is a regular meeting and not a remote meeting by interactive conference technology under HRS Section 92-3.7. Therefore, the meeting will continue notwithstanding loss of audiovisual communication with remote testifiers or loss of the public broadcast of the meeting.

Persons wishing to testify in-person in the Council Chamber are requested to register by 10 a.m. by filling out the registration form in person outside the Council Chamber. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.
