1. Bill 54 – To amend Chapter 6, Revised Ordinances of Honolulu 2021, as amended, relating to the Taxable General Improvement Bond Fund. (Creating a fund to receive and expend monies from proceeds of the sale of taxable general obligation bonds of the City and County issued to pay all or part of those appropriations for improvements made in the capital budget ordinance of the City and County and specified therein to be expended from the Taxable General Improvement Bond Fund.)

2. Bill 58, CD1 – Relating to the Building Code. (Amending the Building Code of the City and County of Honolulu.)

3. Bill 59, CD1 – Relating to plastic. (Addressing certain single-use plastic containers.)

Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to:

A three-minute presentation on Public Hearing and New Business items; and
A one minute presentation on all other items.

Although remote oral testimony is being permitted, this is a regular meeting and not a remote meeting by interactive conference technology under HRS Section 92-3.7. Therefore, the meeting will continue notwithstanding loss of audiovisual communication with remote testifiers or loss of the public broadcast of the meeting.

Persons wishing to testify in-person in the Council Chamber are requested to register by 10 a.m. by filling out the registration form in person outside the Council Chamber. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.
