NOTICE OF FUNDING AVAILABILITY
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG)
The City and County of Honolulu’s Department of Community Services, through the Department of Budget and Fiscal Services Purchasing Division, is soliciting applications from private nonprofit agencies to make use of up to $8 million in Fiscal Year 2025 (“FY25”) and prior year Community Development Block Grant (“CDBG”) funds for acquisition of real property, subject to funding availability. To qualify for consideration, an acquisition must be for housing or community development or other projects (not including public services) that will develop “viable urban communities, by providing decent housing and suitable living environments and expanding economic opportunities principally for persons of low-and moderate-income.”
In order to be eligible for CDBG funding, a project must, at a minimum:
1. Take place in and benefit the people of the City and County of Honolulu;
2. Be undertaken by an eligible applicant, as described in the Notice of Funding Availability (“NOFA”);
3. Be An Eligible Activity under 24 CRF § 570.201(a) or (c);
4. Meet the National Objective under 24 CFR § 570.208 (a)(1)(i), (a)(2), or (a)(3); and
5. Be willing and able to comply with all applicable CDBG and City program rules and regulations.
The City is seeking projects that will enable it to achieve the goals and objectives published in its Amended Consolidated Plan for Fiscal Years 2021-2025. All grants by the City to private organizations under this NOFA, and any permissible subgrants by awardees to private organizations, are subject to Chapter 6, Article 29 of the Revised Ordinances of Honolulu 1990, as amended.
Interested agencies may download the CDBG 2025 Acquisitions Notice of Funding Availability (NOFA) packet at https://hands.ehawaii.gov/hands under “Bidding Opportunities”.
Complete the funding application, including all required attachments. Applications must be submitted to the Department of Budget and Fiscal Services Purchasing Division at Honolulu Hale, 530 South King Street, Room 115, Honolulu, Hawai’i 96813 by the date and time stated in the NOFA packet, as amended.
CDBG funds awarded through this NOFA must be fully expended on or before
March 31, 2025.
