NOTICE OF PUBLIC HEARING

Notice is hereby given of proposed rule adoption, rulemaking, and public hearing by the City and County of Honolulu (City) Department of Community Services (DCS) to consider the adoption of
Title 8, Department of Community Services, Chapter 20, Community Development Block Grant Job Training and Employment Services (“Proposed Rules”).
DCS will hold a public hearing to receive testimony on the proposed adoption of a new chapter of its administrative rules relating to the creation of the Community Development Block Grant (CDBG) Job Training and Employment Services program.
The Proposed Rules will establish the CDBG Job Training and Employment Services program and describe the provisions for awarding grants to subrecipients providing job training and work experience activities to low- and moderate-income persons, a public service activity subject to the rules of 24 Code of Federal Regulations 570.
The new Chapter 8-20:
1. Describes the authority for the CDBG Job Training and Employment Services program;
2. Adds definitions for eligible subrecipients, eligible participants, and allowable expenses;
3. Describes the process for organizations to apply for certification;
4. Describes the process for the City to solicit applications from eligible subrecipients;
5. Restricts participant eligibility to low- or moderate-income persons who reside on the island of Oahu and are currently seeking new or increased employment on the island of Oahu;
6. Requires subrecipients to keep records of participants who receive services under the CDBG Job Training and Employment Services program;
7. Requires subrecipients to certify that activities funded by the CDBG Job Training and Employment Services program provide a new service or a quantifiable increase in the amount of an existing service funded by City or State of Hawaii funds;
8. Clarifies the types of eligible and ineligible expenses and requires eligible expenses to be necessary and reasonable; and
9. Establishes penalties and an administrative review process for subrecipients that do not comply with the requirements for the CDBG Job Training and Employment Services program.

Copies of the Proposed Rules are available for review at the address below starting today and ending five days prior to the day of the public hearing during normal business hours: Monday through Friday, except State holidays, from 7:45 a.m. to 4:30 p.m. They are also available free of charge on the City’s website at https://www8.honolulu.gov/dcs/cbdd. Copies of the Proposed Rules can be mailed at no charge to any interested person who submits a written request to the address below.

DCS is committed to allowing public testimony. All interested persons are invited to express their views on this matter. Testimony shall be limited to three (3) minutes per testifier.
