CORONAVIRUS AID, RELIEF, AND ECONOMIC SECURITY ACT (CARES ACT)
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
Through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) passed by the United States Congress on March 27, 2020, as Public Law 116-136, the City was awarded $4,872,982.00 in CDBG Funds. Subsequently, the City has also been awarded two additional CDBG CARES Act allotments of $3,089,159.00 and $6,445,350.00, respectively.
Pursuant to the City and County of Honolulu’s (City) Citizen Participation Plan, the proposed amendments to the City’s Twenty-Fifth (25th) Year Action Plan are provided for your information. The City desires to reprogram CARES Act funds to projects that can utilize the funds immediately in order to achieve CARES Act CDBG goals more efficiently and expediently. The City is also publishing technical, non-substantive corrections to awards in the Twenty-Fifth Year Action Plan Amendment that was originally published in the Star Advertiser on April 12, 2023. The proposed revisions to the CARES Act CDBG projects are provided for your information and use.
CARES ACT – CDBG Project Description and Allocation Revisions
REDUCTION IN AWARD OF $750,000.00
Hawai’i Public Health Institute – CDBG Public Service/Food and Meal Access
Project Description: Provision of grant or contract funds for a new service to provide or support access to food or meals for elderly persons, including quarantined elderly individuals and/or elderly individuals that need to maintain social distancing due to medical vulnerabilities as a result of the coronavirus.
Funding Source: CDBG CVI
Proposed Amount: $1,357,380.30 (previously $2,107,380.30)
Location: Citywide, City and County of Honolulu
INCREASE IN AWARD OF $750,000.00
Wai’anae Coast Comprehensive Health Center – Kupuna Pantry
Project Description: Provision of grant or contract funds for a new service to provide or support access to food or meals for elderly persons, including quarantined or homebound elderly individuals, elderly individuals that need to maintain social distancing due to medical vulnerabilities, and/or elderly individuals experiencing food insecurity as a result of the coronavirus.
Funding Source: CDBG CVII & CVIII
Proposed Amount: $750,000.00 (previously $0.00)

Project Description: Provision of grant funds for administrative support of the DCS CBDD.

Hale Kipa, Inc. – Emergency Shelter and Family Assessment Center
Project Description: Support the rehabilitation of a property to provide non- congregate shelter space and additional support services in response to the coronavirus and to support households at risk of or experiencing homelessness.
