REQUEST FOR PROPOSALS
The City and County of Honolulu (City), through the Department of Budget and Fiscal Services Purchasing Division, is seeking proposals from qualified, private nonprofit organizations and public agencies to lease City-owned property to provide rental housing for households earning sixty percent (60%) and eighty percent (80%) or less of the area median income (AMI) as defined by the United States Department of Housing and Urban Development. Proposed uses of the property must comply with the City and County of Honolulu’s Affordable Housing Fund and/or the U.S. Department of Housing and Urban Development’s Community Development Block Grant Program requirements as outlined in the Request for Proposals (RFP). The property addresses and AMI thresholds are as follows:
Property Addresses 54-83, 54-83A, 54-85, 54-85A, 54-87, and 54-87A Hau’ula Homestead Road, Hau’ula, Hawai’i 96717
AMI: 60% or less for 30% of the total units and 80% or less for 70% of total units

The specific programmatic requirements will be detailed in the Request for Proposals (RFP).
Interested organizations may visit https://hands.ehawaii.gov/hands, under “Bidding Opportunities,” to download RFP-DCS-1733404. Organizations may bid on more than one property. Separate proposals are needed for each property. Proposals will be evaluated based upon the criteria in the RFP.
