REQUEST FOR PROPOSALS
PROJECT BASED VOUCHER (PBV) PROGRAM:
VASH EXISTING HOUSING
The City and County of Honolulu, through its Department of
Community Services, is accepting applications from qualified owners
for project based voucher assistance for “existing housing” defined
as housing units that exist on the proposal selection date and
substantially comply with housing quality standards on that date.
Qualifying units currently occupied by families with a tenant based
VASH voucher as well as vacant units may be proposed for PBV. If
selected, the tenant based VASH voucher will be replaced with project
based assistance. The PBV units will be available exclusively for
veterans who qualify for Veterans Affairs Supportive Housing (VASH)
vouchers and who are referred to the City by the Department of
Veterans Affairs.
The City anticipates selecting up to 40 rental units to receive
assistance through this solicitation. The units must be located in
the Primary Urban Center development plan area. A proposal must
include a minimum of 10 rental units to be considered.
Only applications submitted in response to this notice will be
considered. There is no gap financing or other financial support
available through this solicitation. Electronic submissions via email
are prohibited and will not be accepted. Applications must be
received by November 30, 2022, 2:00 p.m. at:

Total Maximum Points: 100
Award and administration of project based assistance is subject
to federal regulations at 24 Code of Federal Regulations Part 983 and
City and County of Honolulu Administrative Rules Chapter 8-13.
