Ayes: Council Members Chung, Inaba, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Lee Loy, Villegas, and Chair David – 8; Noes: None; Absent: Council Member Richards – 1; Excused: None.

Bill 202 (Draft 2): Amends Section 25-8-4 (South Kona Zone Map), Article 8, Chapter 25 (Zoning) of the Hawai’i County Code 1983 (2016 Edition, as Amended), by Changing the District Classification from Agricultural – One Acre (A-1a) to Single-Family Residential – 10,000 Square Feet (RS-10) at Kealakekua, South Kona, Hawai’i, Covered by TMK:
8-1-008:004 (Applicant: Amy Hagen-Cowell Trust) (Area: 6.875 Acres). Allows the applicant to subdivide the property into 15 lots, with a minimum lot size of 14,000 square feet. Ayes: Council Members Chung, Inaba, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball,
Lee Loy, Villegas, and Chair David – 8; Noes: None; Absent: Council Member Richards – 1; Excused: None.

Bill 208: Amends Ordinance No. 22-63, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2023. Increases revenues in the Fund Balance Reserved for Liquor Control account ($2,500); and appropriates the same to the Liquor Control – Other Current Expenses account. Ayes: Council Members Inaba, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Lee Loy, Richards, Villegas, and Chair David – 8; Noes: None; Absent: Council Member Chung – 1; Excused: None.

Bill 209: Amends Ordinance No. 22-63, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2023. Appropriates revenues in the Federal Grants – Hawai’i County Trek the Trails account ($96,000); and appropriates the same to the Hawai’i County Trek the Trails account. Ayes: Council Members Inaba, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Lee Loy, Richards, Villegas, and Chair David – 8; Noes: None; Absent: Council Member Chung – 1; Excused: None.

Bill 210 (Draft 2): Amends Ordinance No. 22-64, as Amended, Relating to Public Improvements and Financing Thereof for the Fiscal Year July 1, 2022 to June 30, 2023. Adds the Parks and Recreation Papa’aloa Gym & Park Improvements – County project ($5 million) and the Papa’aloa Community Center Gym – State project ($5 million) to the Capital Budget. Funds for these projects shall be provided from General Obligation Bonds, Capital Projects Fund – Fund Balance and/or other Sources ($5 million), and State Grants Receivable ($5 million). Ayes: Council Members Chung, Inaba, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Lee Loy, Richards, Villegas, and Chair David – 9; Noes: None; Absent: None; Excused: None.

Bill 218: Amends Ordinance No. 22-63, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2023. Appropriates revenues in the Federal Grants – Block Grants account ($95,481); and appropriates the same to the Hamakua Youth and Community Center Improvements Phase 1 account. Ayes: Council Members Inaba, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Lee Loy, Richards, Villegas, and Chair David – 8; Noes: None; Absent: Council Member Chung – 1; Excused: None.
