HHFDC Request for Proposals (RFP) No. DEV-RFP-22-005
VILLAGES OF KAPOLEI KAMAAHA LOOP PARCEL
The HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION (HHFDC) is requesting proposals from qualified persons or firms who meet the qualifications described herein to enter into a real estate development agreement for the planning, developing, and operating of a community-oriented facility that is compatible with adjacent uses on a 0.67-acre vacant parcel located at 91-1115 Kamaaha Loop in the Villages of Kapolei, Kapolei, Hawaii, identified as Tax Map Key (1) 9-1-016: 058.
Copies of the RFP shall be made available as follows, beginning June 22, 2022:
1. Electronic copy on HHFDC’s website. A copy of the RFP documents can be reviewed and downloaded online at no cost. Go to https://dbedt.hawaii.gov/hhfdc/. Once on the website, locate the heading in the navigation bar for this RFP and click on the link to be taken to the RFP webpage; links to download the documents are located in the “RFP Documents” section of the RFP webpage. Any Offeror who downloads the solicitation documents online is advised to pre-register by e-mailing the RFP Contact and providing the following information: Company Name, Mailing Address, Contact Person Name, Email, Phone Number. To complete registration, an Offeror must also submit a “Notice of Intent to Offer” letter (Attachment 1) together with a corporate resolution or “authorization to sign” no later than July 27, 2022, at 4:00 p.m., HST. Only Offerors who have pre-registered with the RFP Contact (and following the deadline for Notice of Intent to Offer, only those who have completed registration) will be sent notification of the Pre-Proposal Conference details or any changes or addenda to the RFP. Such changes or addenda, however, will be posted on HHFDC’s website.
A non-mandatory remote Pre-Proposal Conference will be held on July 8, 2022, at 10:00 a.m., HST. Details on how to access the conference will be provided only to Offerors that have pre-registered with HHFDC’s RFP Contact. Statements made by HHFDC representatives at the Pre-Proposal Conference, or otherwise during the solicitation process, shall not be binding on HHFDC unless confirmed by written addendum. Direct all questions regarding the RFP, in writing, to the RFP Contact, Albert Palmer, Housing Development Specialist, HHFDC, Email: albert.h.palmer@hawaii.gov. The deadline for questions is August 3, 2022, at 4:00 p.m., HST. Responses will be prepared as an addenda and emailed to registered Offerors by August 17, 2022, at 4:30 p.m., HST.
Proposals must be received and time-stamped no later than September 7, 2022, at 4:00 p.m., HST by HHFDC at its office located at 677 Queen Street, Suite 300, Honolulu, Hawaii 96813. A non-refundable application fee of $100 must accompany the proposal.
