TRAFFIC CONTROL DEVICES
IN ACCORDANCE WITH THE PROVISIONS OF THE REVISED ORDINANCES OF HONOLULU 1990 (ROH), AS AMENDED, THE DEPARTMENT OF TRANSPORTATION SERVICES, CITY AND COUNTY OF HONOLULU, HEREBY ESTABLISHES TRAFFIC SCHEDULE NO. 2022-1 TO AMEND SCHEDULE IV OF SECTION 15-7.2(a)(2) ESTABLISHING SPEED LIMIT–15 MPH; SCHEDULE V OF SECTION 15-7.2(b)(3) ESTABLISHING SPEED LIMIT–25 MPH; SCHEDULE XI OF SECTION 15-8.3(b) ESTABLISHING NO TURNS; SCHEDULE XIII OF SECTION 15-11.2(c) ESTABLISHING YIELD RIGHT-OF-WAY; SCHEDULE XIV OF SECTION 15-11.3 ESTABLISHING STOP INTERSECTIONS; SCHEDULE XVIII OF SECTION 15-13.9(a)(5) ESTABLISHING TOW ZONES–PM PEAK; SCHEDULE XXI OF SECTION 15-13.9(a)(8) ESTABLISHING TOW ZONES–SPECIFIED TIMES; SCHEDULE XXII OF SECTION 15-14.5(a) ESTABLISHING PROHIBITED PARKING CERTAIN AREAS; SCHEDULE XXIV OF SECTION 15-15.1(d) ESTABLISHING CURB LOADING ZONES; SCHEDULE XXV OF SECTION 15-15.3(d) ESTABLISHING OFFICIAL BUS STOPS; SCHEDULE XXVII OF SECTION 15-17.1 ESTABLISHING CROSSWALKS; SCHEDULE XXXIV OF SECTION 15-18.3(c) ESTABLISHING BICYCLE LANES; SCHEDULE XXXVIII OF SECTION 15-24.17 ESTABLISHING MISCELLANEOUS TRAFFIC CONTROLS.
Section 1. Chapter 15 of the ROH 1990, as amended, is hereby further amended in the following particulars:
a. By amending Schedule IV of Sec. 15-7.2(a)(2) establishing speed limit–15 mph by adding thereto the following item:
“Lilipuna Rd., from Alina Pl. To a point approximately 1,915′ northerly direction.”
b. By amending Schedule V of Sec. 15-7.2(b)(3) establishing speed limit–25 mph by adding thereto the following items:
“Kakala St., for its entire length.”
“Lilipuna Rd., for its entire length except for the portion specified in Schedule 4.”
“Oli Lp., for its entire length.”
c. By amending Schedule XI of Sec. 15-8.3(b) establishing no turns by adding thereto the following items:
“Kamaaha Ave., No “U” turn from Kamaaha Ave. distance approximately 220′ south of the southern curb prolongation of Kapolei Pkwy. (western intersection).”
“Wakea St., No “U” turn from Wakea St. at Kakala St. in the southern direction.”
“Wakea St., No “U” turn from Wakea St. at Kukulu St. in the southern direction.”
d. By amending Schedule XIII of Sec. 15-11.2(c) establishing yield right-of-way by adding thereto the following items:
“Kapolei Pkwy-Keaunui Dr. Traffic on Keaunui Dr. making a right turn from the channelized lane into Kapolei Pkwy. shall yield the right-of- way to traffic northbound on Kapolei Pkwy.”
“Kapolei Pkwy-Keaunui Dr. Traffic southbound on Kapolei Pkwy. making a right turn into Keaunui Dr. shall yield the right-of-way to traffic westbound on Keaunui Dr.”
e. By amending Schedule XIV of Sec. 15-11.3 establishing stop intersections by adding thereto the following items:
“Alohikea St-Kakala St. Traffic on Alohikea St. shall stop before entering Kakala St.”
“N. Kainalu Dr-Kaha St. Traffic on N. Kainalu Dr. shall stop before entering Kaha St.”
“N. Kainalu Dr-Pukoa St. Traffic on Pukoa St. shall stop before entering N. Kainalu Dr.”
“Kakala St-Kamaaha Ave. Traffic on Kakala St. shall stop before entering Kamaaha Ave.”
“Kakala St-Wakea St. Traffic on Kakala St. shall stop before entering Wakea St.”
Kauwela St-Kakala St. Traffic on Kauwela St. shall stop before entering Kakala St.”
“Koana St-Kapolei Pkwy. Traffic on Koana St. shall stop before entering Kapolei Pkwy.”
“Kukulu St-Wakea St. Traffic on Kukulu St. shall stop before entering Wakea St.”
“Paapaana St-Kapolei Pkwy. traffic on Paapaana St. shall stop before entering Kapolei Pkwy.”
“Pahia Rd-Kamehameha Hwy. Traffic on Pahia Rd. shall stop before entering Kamehameha Hwy.”
f. By amending Schedule XVIII of Sec. 15-13.9(a)(5) establishing tow zones–PM peak by deleting therefrom the following items:
“Kinau St., makai side, between Victoria St. and a point approximately 250′ Koko Head of the Koko Head curb prolongation of Piikoi St.”
“Kinau St., mauka side, between Ward Ave. and Piikoi St., except for portions listed in Schedule 22 and 24.”
g. By amending Schedule XX of Sec. 15-13.9(a)(7) establishing tow zones–24 hours by adding thereto the following item:
“Makaloa St., mauka side, distance 145′ Koko Head direction from the Koko Head curb prolongation of Keeaumoku St.”
k. By amending Schedule XXI of Sec. 15-13.9(a)(8) establishing tow zones—specified times in the following particulars:
1. By adding thereto the following item:
“Kinau St., mauka side between Ward Ave. and Piikoi St., 3:30-6:30 p.m., Monday-Friday, except for portions listed under Schedule 22 and 24.
2. By amending thereto the following items:
Kinau St., makai side, between Ward Ave and Victoria St., 3:30-6:30 p.m., Monday-Friday, except for portions listed under Schedule 22 and 24; to read:
“Kinau St., makai side between Ward Ave. and a point approximately 250′ Koko Head of the Koko Head curb prolongation of Piikoi St., 3:30-6:30 p.m., Monday-Friday, except for portions listed under Schedule 22 and 24.”
h. By amending Schedule XXII of Sec. 15-14.5(a) establishing prohibited parking certain areas in the following particulars:
1. By adding thereto the following items:
“Alohikea St., within its turnaround area.”
“Halemaumau St., Koko Head side, distance 77′ mauka direction from Koko Head curb prolongation of Kalanianaole Hwy.”
“Halemaumau St., Ewa side, distance 100′ mauka direction from Ewa curb prolongation of Kalanianaole Hwy.”
“Kaapuna Pl., within its turnaround area.”
“N. Kainalu Dr., western side, distance 40′ northerly direction from the northern curb prolongation of Mookua St.”
“N. Kainalu Dr., eastern side, distance 42′ northerly direction from the northern curb prolongation of Mookua St.”
“N. Kainalu Dr., western side, distance 50′ southerly direction from the southern curb prolongation of Mookua St.”
“Kakala St., northern side, distance 375′ westerly direction from a point 465′ east of the eastern curb prolongation of Kamaaha Ave.”
“Kakala St., southern side, distance 360′ easterly direction from a point 100′ east of the eastern curb prolongation of Kamaaha Ave.”
“Kakala St., within its turnaround area.”
“Kamaaha Ave., eastern side, distance 400′ southerly direction from the southern curb prolongation of Kapolei Pkwy. (western intersection).”
“Kamaaha Ave., eastern side, from a point 195′ south of the southern curb prolongation of Kakala St. to and including its turnaround area.”
“Kamaaha Ave., wastern side, distance 395′ southerly direction from the southern curb prolongation of Kapolei Pkwy. (western intersection).”
“Lunalilo St., mauka direction, distance 111′ from the Ewa mauka curb prolongation of Lunalilo and Alapai streets.”
“Makaloa St., mauka side, distance 145′ Koko Head direction from the Koko Head curb prolongation of Keeaumoku St.”
“Mookua St., northern side, distance 32′ westerly direction from the western curb prolongation of Kainalu Dr.”
2. By amending thereto the following item:
Kapolei Pkwy., both sides, between Geiger Rd. and Puhikani St., except for portions covered under Schedule 25; to read:
“Kapolei Pkwy., both sides, between Geiger Rd. and Kai Oli St. (city portion), except for portions covered under Schedule 25.”
i. By amending Schedule XXIV of Sec. 15-15.1(d) establishing curb loading by amending thereto subsection (a) passenger loading zones the following items:
Piikoi St., Koko Head side, distance 64′ mauka direction from a point 104′ mauka of mauka curb prolongation of Kapiolani Blvd.; to read:
“Piikoi St., Koko Head side, distance 95′ mauka direction from a point 180′ mauka of mauka curb prolongation of Kapiolani Blvd.”
j. By amending Schedule XXV of Sec. 15-15.3(d) establishing official bus stops in the following particulars:
1. By adding thereto the following items:
“Keeaumoku St., Koko Head side, distance 122′ makai direction from the makai curb prolongation of Wilder Ave.”
“Piikoi St., Koko Head side, distance 96′ mauka direction from a point 84′ mauka of the mauka curb prolongation of Kapiolani Blvd.”
“Piikoi St., Koko Head side, distance 133′ mauka direction from the mauka curb prolongation of Rycroft St.”
“Piikoi St., Koko Head side, distance 259′ makai direction from the makai curb prolongation of S. King St.”
“Piikoi St., Koko Head side, distance 210′ makai direction from the makai curb prolongation of S. Beretania St.”
“Piikoi St., Koko Head side, distance 137′ mauka direction from the mauka curb prolongation of Lunalilo St.”
3. By deleting therefrom the following items:
“Alaloa St., makai side, distance 150′ Kahuku direction from a point 126′ Kahuku of the Kahuku curb prolongation of Kahuhipa St.”
“Alaloa St., eastern side, distance 150′ northerly direction from a point 195′ south of the southern curb prolongation of Haiku Rd.”
“Alaloa St., mauka side, distance 125′ Kahuku direction from a point 190′ Kahuku of the Kahuku curb prolongation of Kahuhipa St.”
k. By amending Schedule XXVII of Sec. 15-17.1 establishing crosswalks (mid-block) by adding thereto the following item:
“Kamaaha Ave., 10′ wide, 365′ south of the southern curb prolongation of Kapolei Pkwy. (western intersection).”
l. By amending Schedule XXXIV of Sec. 15-8.3(c) establishing bicycle lanes by adding thereto the following item:
“King St. (South), mauka side, between Isenberg St. and Alapai St.”
m. By amending Schedule XXXVIII of Sec. 15-24.17 establishing miscellaneous traffic controls by adding thereto the following items:
“Kukulu St., west bound traffic must turn right at Wakea St.”
“Paapaani St., west bound traffic must turn right at Kapolei Pkwy.”
Section 2. This schedule is hereby attached to and made a part of Article VI hereof and shall take effect ten (10) working days after its publication.
