1. Waimanalo Gulch Sanitary Landfill (WGSL)
Public Information Meeting

A public information hearing to report to the public on the efforts of the City Council and the City Administration in regard to the continued use of the WGSL and to report on the status of the efforts of the Department of Environmental Services, City and County of Honolulu, to either reduce or continue use of the WGSL. This public hearing shall be in accordance with the terms of the FINDINGS OF FACT, CONCLUSIONS OF LAW, AND DECISION AND ORDER APPROVING WITH MODIFICATIONS THE CITY AND COUNTY OF HONOLULU PLANNING COMMISSION’S RECOMMENDATION TO APPROVE SPECIAL USE PERMIT certified on November 1, 2019, by the State of Hawaii Land Use Commission in Docket No. SP09-403, In The Matter Of The Application Of The DEPARTMENT OF ENVIRONMENTAL SERVICES, CITY AND COUNTY OF HONOLULU, For A New Special Use Permit To Supersede Existing Special Use Permit To Allow A 92.5-Acre Expansion And Time Extension For Waimanalo Gulch Sanitary Landfill, Waimanalo Gulch, Oahu, Hawaii, Tax Map Key: 9-2-003: 072 And 073, and In The Matter Of The Application Of The DEPARTMENT OF ENVIRONMENTAL SERVICES, CITY AND COUNTY OF HONOLULU, To Delete Condition No. 14 Of Special Use Permit No. 2008/SUP-2 (Also Referred To As Land Use Commission Docket No. SP09-403) Which States As Follows: “14. Municipal Solid Waste Shall Be Allowed At The WGSL Up To July 21, 2012, Provided That Only Ash And Residue From H-POWER Shall Be Allowed At The WGSL After July 31, 2012.

Pursuant to Governor David Y. Ige’s Emergency Proclamation Related to COVID-19 issued on November 29, 2021, and Mayor Rick Blangiardi’s Proclamation and Emergency Order No. 2021-16 signed on November 22, 2021, in order to allow public participation in a manner consistent with social distancing practices the following procedures are in effect for the January 18, 2022 public meeting. All attendees are asked to maintain six feet of distance between themselves and others and to sit in designated seats. Use of face coverings is mandatory for all meeting participants, unless a limited exception applies.

All interested persons shall be afforded the opportunity of being heard, but attendance at the public hearing is not necessary to submit questions and comments. Written questions and comments may be e-mailed to disposal@honolulu.gov, and must be received by 4:30 pm, February 17, 2022. If submitted, written comments, including the commenter’s address, e-mail address and phone number, will be available to the public on the Refuse Division’s website at http://www.honolulu.gov/opala/resources/landfill-status.html.
