PUBLIC NOTICE
EMERGENCY SOLUTIONS GRANTS (ESG) PROGRAM

Pursuant to the City and County of Honolulu’s (City) Citizen Participation Plan, the proposed amendments to the City’s Twenty-Fifth (25th) Year Action Plan are provided for your information. The City desires to reprogram Fiscal Year 2020 funds to projects that can utilize the funds immediately in order to achieve ESG program goals more efficiently and expediently. The proposed revisions to the Fiscal Year 2020 ESG projects are provided for your information and use.

Fiscal Year 2020 (Twenty-Fifth (25th) Action Plan)

REDUCTION IN AWARD AND DELETION OF SPENDING CATEGORY
ALEA Bridge
Project Description: Grant funds for street outreach and rapid re-housing program, which includes short-term or medium-term rental assistance, financial assistance, and housing relocation and stabilization services, excluding moving costs. City general funds will be utilized to provide street outreach, eligible under 24 CFR
§ 576.101. ESG and City general funds will be utilized to provide rapid re-housing assistance, eligible under 24 CFR
§ 576.104. The City recognizes that City general-funded street outreach and rapid re-housing projects must meet all requirements that apply to ESG funds.

The Salvation Army – Homelessness Prevention
Project Description: Grant funds for a homelessness prevention program, which includes short-term or medium-term rental assistance, financial assistance, and housing relocation and stabilization services, excluding moving costs. City general funds will be utilized to provide homelessness prevention assistance, eligible under 24 CFR §576.103.
The City recognizes that City general-funded homelessness prevention projects must meet all requirements that apply to ESG funds.

NEW AWARD
IHS, The Institute for Human Services – Hale Mauliola Emergency Shelter
Project Description: Grant funds for operating and essential services costs of an emergency shelter for homeless individuals, families, victims of domestic violence, or youth, which includes equipment and supplies necessary for the operations, including the rental and/or acquisition of expanded and improved hygiene trailers and related equipment. This is a new project. City general funds will be used to provide shelter operations and essential services, eligible under 24 CFR §576.102. The City recognizes that City general-funded emergency shelter projects must meet all requirements that apply to ESG funds.
