REQUEST FOR PROPOSALS

The City and County of Honolulu’s Department of Community Services, through the Department of Budget and Fiscal Services Purchasing Division, is seeking proposals from qualified nonprofit organizations to lease City properties to provide housing for persons with special needs. The properties are identified as follows:

1. MALUNA STREET
Location: 1068 Maluna Street
Honolulu, Hawai’i 96818
TMK: 1-1-022: 063
Use: Provide supportive housing or supportive services in a public facility for special needs groups or
provide permanent supportive housing for a special needs group. The property is currently used for a teaching family home program for troubled youth.

2. RENTON ROAD
Location: 91-1259 Renton Road
‘Ewa Beach, Hawai’i 96706
TMK: 9-1-126: 006
Use: Provide supportive housing or supportive services in a public facility for special needs groups or
provide permanent supportive housing for a special needs group. The property is currently used to operate a group home for troubled youth aged 12 to 22.

3. MANU’U STREET
Location: 87-699 Manu’u Street
Wai’anae, Hawai’i 96792

Use: Provide supportive housing or supportive services in a public facility for special needs groups or
provide permanent supportive housing for a special needs group. The property is currently used for permanent supportive housing as a group home for persons with serious mental illness.

4. OHIOHI PLACE
Location: 87-223 Ohiohi Place

Use: Provide supportive housing or supportive services in a public facility for special needs groups or
provide permanent supportive housing for a special needs group. The property is currently used for transitional housing as a group home for persons with serious mental illness.

5. HAUULA HOMESTEAD ROAD

Use: Permanent supportive rental housing for special needs groups. Health or social services must be
provided. Social services are those services required by persons with social problems or physical or mental disabilities. Priority will be given to programs supporting families with one or more children under the age of 18 or seniors aged 55 and above, and servicing the 96717 zip code and surrounding communities

6. FARRINGTON HIGHWAY (MAKAHA)

Use: Permanent supportive rental housing for special needs groups. Health or social services must be
provided. Social services are those services required by persons with social problems or physical or mental disabilities.

Offerors must meet the following minimum qualifications: (1) be an organization eligible for exemption from income tax under Section 501 of the federal Internal Revenue Code and registered in the State of Hawai’i; (2) have at least three years of experience operating a housing program for the proposed client group; and (3) not be in arrears in the payment of any county, state, or federal taxes.

The following are some of the evaluation criteria that will be used to rank and select proposals: ability to meet priorities established in the solicitation, economic feasibility of the proposal, anticipated accomplishments, project readiness, organizational experience, and financial capabilities.

Applications must be submitted to the Department of Budget and Fiscal Services Purchasing Division at Honolulu Hale, 530 South King Street, Room 115, Honolulu, Hawai’i by the date and time as stated in the RFP packet, as amended.
