Kaua’i County Housing Agency Legal Public Notice for Public Comment Draft Substantial Amendment to Annual Action Plan 2020 In accordance with 24 CFR 91.05(c)(2) and subpart B of the federal regulations relative to citizen participation for the Community Development Block Grant (CDBG) program and other Community Planning and Development Programs (CPD) under the U.S. Department of Housing and Urban Development (HUD), and applicable waivers made available to those requirements through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, the Kaua’i County Housing Agency (KCHA) gives notice of the following changes to the Annual Action Plan (AAP). The proposed amendment constitutes a substantial amendment to AAP 2020. KCHA proposes to add revolving loan funds and grant funds from a canceled CDBG PY20 project to a current CDBG PY20 project: Canceled Project: Kauhale Project – Kauai Organization: Kaua’i County Housing Agency Total Grant Funding PY19 and PY20: $546,095.00 Reprogramming: $498,477.00 will be added to fund proposed projects in AAP 2021 $ 47,618.00 will be reprogrammed to KEO Shelter Support Services Improvement and Rehabilitation (PY20) Amended Project: KEO Shelter Support Services Improvement and Rehabilitation Organization: Kaua’i Economic Opportunity, Inc. Current CDBG PY20 Funding: $ 38,890.15 Add’l RLF Funding: $752,382.00 Add’l Funding (from canceled project): $ 47,618.00 Total Amended Funding: $838,890.15 Description: Additional funding is needed to improve the wastewater system of the island’s only emergency homeless shelter in order to eliminate the imminent threat to public safety from the current deteriorated septic tank by connecting to the County’s sewer treatment system. The draft substantial amendment to the AAP 2020 is available for review at: https://www.kauai.gov/Government/Departments-Agencies/Housing-Agency/Housing-Community-Development/Community-Development-Block-Grant-Program-CDBG. Pursuant to the Supplementary Emergency Proclamation dated March 16, 2020, issued by Governor David Y. Ige for social distancing practices and applicable federal CPD waivers made available, KCHA will forego a public hearing and only written comments will be accepted. The 5-day comment period will commence on March 6, 2021. All comments received by March 10, 2021 will be considered in preparing the final substantial amendment to the AAP 2020.
