To comply with the public participation requirements of Title 40 Code of Federal Regulation part 25 in the enforcement of national pretreatment standards, the City and County of Honolulu (CCH), Department of Environmental Services (ENV) has provided for an annual public notification of Significant Industrial Users (SIU) who, at any time during the period occurring from January 1, 2019 through December 31, 2019 were in Significant Noncompliance (SNC) with applicable pretreatment requirements. SIUs are evaluated every three (3) months for the previous six (6) months compliance status.
SIU: Meadow Gold Dairies (MGD) – out of business April 30, 2020
Industrial Wastewater Discharge Permit (IWDP) No. 20179004R – terminated July 24, 2020

Violations: In accordance with the City and County of Honolulu (CCH) Revised Ordinance of Honolulu (ROH), Section 14-1.2, CCH found that MGD was in SNC for the time period July 1, 2019 to December 31, 2020 under the Chronic Criteria for violating the 100 mg/L Oil and Grease (O&G) concentration limit in 67% of all the measurements taken during the 6-month period. MGD was also in SNC for the same time period under the Technical Review Criteria (TRC) for violating the 140 mg/L O&G TRC concentration limit in 67% of all the measurements taken during the same 6-month period.
In 2019, ENV placed MGD on a compliance schedule to install a grease removal device by October 2019 to address the O&G violations. On the 4th quarter of 2019, MGD underwent a bankruptcy proceeding which halted the progress of the compliance schedule. On April 30, 2020, Dean Foods, parent company of MGD permanently ceased all milk and juice production and ceased industrial process wastewater discharge to CCH sewers. MGD’s IWDP was terminated on July 24, 2020.
SIU: Steiner Hawaii, Inc (d.b.a. ALSCO)
Industrial Wastewater Discharge Permit No. 20159002

Violations: In accordance with the CCH Revised Ordinance of Honolulu (ROH), Section 14-1.2, CCH found that Steiner Hawaii, Inc. (d.b.a. ALSCO) was in SNC for the time period October 1, 2018 to March 31, 2019 under the TRC for violating the 140 mg/L O&G TRC concentration limit in 44% of all measurements taken during the 6-month period.
On August 19, 2019, ENV issued ALSCO a Notice of Violation (NOV) with a compliance schedule requiring ALSCO to install a pretreatment device to address the O&G violations. ALSCO completed the installation of the dissolved air flotation (DAF) pretreatment device on April 23, 2020.
